Award Contract Nos. PUC-0002.A-B, Master As-Needed Fire Protection and Fire Alarm – Inspection, Maintenance, and Repair

Summary of
Proposed
Commission Action:

Award two Master As-Needed Fire Protection and Fire Alarm – Inspection, Maintenance, and Repair Contracts, PUC-0006.A, and PUC -0006.B, each with a not-to-exceed agreement capacity of $1,500,000 and a duration of up to 1,827 consecutive calendar days (five years) to the responsible firms that submitted responsive statement of qualifications , Cosco Fire Protection, Inc. (PUC-0006.A) and Siemens Industry, Inc. (PUC-0006.B).

Background: This contract will improve safety and allow contracting efficiencies when hiring firms to maintain San Francisco Public Utilities Commission’s (SFPUC)
fire protection and fire alarm systems. In the past, individual departments would prepare purchase requisitions and contracts to maintain the department’s fire systems. Working collaboratively within SFPUC allows a streamlined approach for hiring fire protection contractors for the entire agency that will result in improved maintenance and functionality/reliability of the fire protection systems and lower maintenance costs.

Scope of Contract: The contract work will cover locations at various SFPUC -owned facilities throughout the counties of San Francisco, San Mateo, Santa Clara, Alameda, San Joaquin, Stanislaus, and Tuolumne. The Contract required firms to meet a 48-hour response time for emergencies. Siemens Industry, Inc. qualified for all counties, and Cosco Fire Protection, Inc. qualified for only San Francisco, San Mateo, Santa Clara, and Alameda Counties.

Because this is a master as-needed contract, work will be performed on an “if- and-as-needed” basis in accordance with San Francisco Administrative Code Section 6.65. When work is available, Staff will prepare and transmit to the contractors a Quote Request Package detailing the description of services needed, estimated cost, required deliverables and schedule. Staff will invite all qualified contractors awarded a master agreement to submit a competitive quotation on the Quote Request Packages. After receipt of quotations, Staff will evaluate the quotations and issue a Contract Service Order to the qualified contractor that submitted the lowest quote.

The Contract work consists of, but is not limited to:

On February 17, 2023, Staff advertised a Request for Qualifications . On April 11 , 2023, SFPUC received two statement s of qualifications from Siemens Industry, Inc. and Cosco Fire Protection , Inc.

Both firms submitted responsive statements of qualifications that demonstrated that the two firms are qualified to perform the work. Cosco Fire Protection, Inc. limited the locations where it can perform work, excluding San Joaquin County. Staff recommend s contract award s to the two firms, Siemens Industry, Inc.
