It was a good year for the ecosystem, but it came in part at the expense of the previous three terrible years, when unimpaired flow averaged just 13%. The water we all conserved during the drought was impounded behind dams, and had to be spilled this year. The pattern repeats every time we experience a series of dry years.
The SFPUC’s policy of “hoard and spill” dates back to the 1987-92 drought, and is long overdue for reconsideration. The Design Drought arbitrarily combined the six-year drought of record with the 1976/77 drought. It was not based on any empirical evidence or science.
2 Much has changed since the Design Drought was conceived. For example: • Heading into the 1987-92 drought, water demand in the SFPUC service area was at an all-time high of 293 mgd. It has been under 200 mgd for the past nine years. • Cherry Lake, the SFPUC’s second largest reservoir in the Tuolumne watershed (3/4 the capacity of Hetch Hetchy), was drained for maintenance in 1989, and that water was not available for the last three years of the drought. • The SFPUC adopted its Water First Policy, prioritizing water supply over hydropower generation. According to a presentation given by Steve Ritchie in 2021, precipitation in 1976/77 was 39.14 inches, and was similar in 2020/21 at 39.28 inches. Yet, while total system storage was 563,298 acre feet on June 10, 1977, it was substantially higher at 917,455 acre feet on the same date in 2021. • In December 2021, the SFPUC released its $743,000 Long-Term Vulnerability Assessment (LTVA) that studied how climate change might impact future water supply. While the final report suspiciously did not include a return period for the Design Drought, an internal presentation by the researchers from a year prior found the likelihood of a drought as severe as the Design Drought at 240 mgd demand to be once in 25,000 years. The Tuolumne River and San Francisco Bay-Delta are on the verge of ecological collapse, as evidenced by the current toxic algae bloom in the bay. Please embrace your role as a steward of the Tuolumne River, and start by revisiting the Design Drought. At a minimum, staff should address the issue of the return period for the Design Drought, and model how removing one year would affect the potential water supply deficit. Re: Benefits of a Goal Se/g427ng Process

In the context of my earlier le’gPSUer regarding goal se’gPSffing dated July 28, 2023 (copy a’gPSUached), there are many benefits to a goal se’gPSffing process. Three to men’gPkUon:
1) The process of se’gPSffing goals provides a be’gPSUer understanding of par’gPkUcipants interests and improves alignment amongst par’gPkUcipants.
2) Having stated goals improves chances for success. The be’gPSUer GM Herrera understands the commission’s goals, the be’gPSUer chance of achievement. 3) A regular goal se’gPSffing and review process likely increases your ability to improve the SFPUC during your tenure as commissioners.
As a Chief Financial Officer, I felt my job was two-fold: Do what’s best for the organiza’gPkUon and help those around me thrive and be successful, including my boss, the CEO. For me to help my CEO thrive, I needed to clearly understand what his Board of Directors wanted. Stated goals were a valuable tool to help my CEO and all those around me thrive. A good por’gPkUon of my ’gPkUme was spent in goal se’gPSffing and review processes.
Of course, for a goal to be useful, it needs to be clear. The SMART criteria are useful (Specific, Measurable, Achievable, Realis’gPkUc and Timely).
Asa some of you know, the Commission established a set of priori’gPkUes at its November 9 th, 2021 mee’gPkUng
(copy also a’gPSUached). While it was an excellent step forward, it’s an involved list, ’gPkUmeframes are not iden’gPkUfied, o’gFFSen neither specific nor measurable results are iden’gPkUfied, and there hasn’t been a review of progress against these priori’gPkUes. Most of all it seems like the priori’gPkUes and circumstances may have shi’gFFSed since then, including a focus both on water rates, sewer system improvements and managing the overall size of the capital plan.
Please consider establishing a simple regular process to establish, review and update goals. Doing so should improve the SFPUC’s ability to adapt to a changing world.

Dear Mayor Breed,
I urge you to direct San Francisco’s Public Utilities Commission (SFPUC) to aggressively increase the city’s investment in water recycling today.
Last summer, a large harmful algal bloom has spread across the Bay, leaving unimaginable numbers of dead fish in its wake. We’re still learning about this particular bloom, but what we do know is that San Francisco’s sewage effluent contributes to excessive levels of nutrients in San Francisco Bay that make the Bay fertile territory for the spread of harmful algae blooms.
Water recycling and other wastewater management technologies can help by reducing the volume of polluted discharges into the Bay. In addition, by producing potable supplies, water recycling will reduce San Francisco’s reliance on water diverted from the Tuolumne River, increasing the city’s resilience to climate change effects on water supply.
Other cities have learned the lessons of California’s unpredictable climate and are quickly adopting water recycling to reduce their burden on the ecosystem, while increasing the reliability of their supply. Orange County gets more than 75 percent of its water through its water reuse program. Las Vegas recycles nearly all of its water used indoors. And Los Angeles is on the path to reusing 100 percent of its wastewater by 2035.
But, as San Francisco’s draft Urban Water Management Plan recently revealed, the city currently has no plans to make recycled water widely available in the next 25 years. Instead, the city is pursuing multiple expensive and misguided lawsuits so that it can continue to rely, almost exclusively, on the Tuolumne River—one of the state’s most overtapped rivers—for the next several decades. San Francisco and large agribusiness water districts divert four out of every five gallons of water that flow in the Tuolumne River during a typical year.
This overuse has caused the river’s once mighty Chinook Salmon populations to crash. Meanwhile, low freshwater flows contribute to deteriorating water quality—including harmful algae blooms—in the Delta and San Francisco Bay.
I agree with Supervisor Aaron Peskin that “it is time for San Francisco and our sister cities in the nine Bay Area counties to start looking at what kinds of infrastructure investments will need to be made as this becomes, sadly, the new normal.” It’s unacceptable for the city with the nation’s greenest reputation to shirk its responsibilities to conserve California’s precious and unpredictable water supply.
I support increasing river flows to protect San Francisco Bay’s fisheries, water quality, and recreation. The city should do its part to protect the Bay and its rivers—water recycling is a common-sense way to limit the city’s water use, increase the reliability of its supply, and protect the Bay from harmful wastewater treatment plant effluent.
