Summary of
Proposed
Commission
Action:
Award Contract No. WD-2902, San Andreas Reservoir Road Improvements to the responsible bidder that submitted the lowest responsive bid, Anvil Builders Inc., in the amount of $10,491,405.60, and with a duration of 730 consecutive calendar days (approximately two years), to repair erosional roadway damage and make improvements to prevent further erosion and landslides to the San Francisco Public Utilities Commission’s San Andreas Reservoir perimeter access roads.
Background: The purpose of this project is to repair the landslide and erosion damage that have destabilized service roads that provide access to San Francisco Public Utilities (SFPUC) facilities and land, and to implement long term solutions for SFPUC staff and contractors to continue to use the roads to access , operate, and maintain SFPUC facilities and watershed lands.
Scope of
Contract:
The contract work is within the Peninsula Watershed property and includes:
• Restoration of eroded roadway embankments at three locations, totaling about 820 linear feet, along the San Andreas Service Road (North); • Installation of a soldier pile retaining wall with tiebacks and installation of riprap embankment, totaling about 475 linear feet, along Ingoing Road (San Andreas Dam Gate);
• Grinding and overlay of existing asphalt roadway surface along Ingoing Road; • Replacement of two existing culverts with reinforced concrete pipe culverts with associated storm inlet structures along Ingoing Road; and • Construction of two new anchors and anchorages for the debris boom line that stretches across San Andreas Reservoir.
Funding and
Costs:

Award: $10,491,405.60
Schedule: Estimated Notice-to-Proceed Date: January 2024 Estimated Completion Date: December 2025

Because the SFPUC anticipates that potential unforeseen conditions or other factors outside of the contractor’s control may impact the schedule, Staff included a requirement in the Invitation For Bids that each bidder provide its Daily Compensable Delay rate. At the bid opening, Staff announced the value of 60-days would be used to calculate the Compensable Delay to be used in selecting the Bidder. Staff used the daily rate in each bid to determine the total Compensable Delay value shown in the table by multiplying the daily rate times 60. The Adjusted Bid value in the table is the sum of the Base Bid and Compensable Delay less any applicable bid discount. The Adjusted Bid value is used to compare the bids. The contract award is based on the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the Contract, the bid Daily Compensable Delay rate will become a term of the Contract.
Application of Local Business Enterprise (LBE) bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.
