Approve Power Enterprise Levels of Service Goals and Objectives

Summary of
Proposed
Commission Action:

Approve Power Enterprise Levels of Service Goals and Objectives.

Background: Levels of service are a ctions or standards that must be met and/or managed to satisfy the mission of the San Francisco Public Utilities Commission (SFPUC) and the expectations of ratepayers . The 2020 SFPUC Strategic Plan required each enterprise to develop quantifiable operational and capital levels of service goals.

The Power Enterprise established levels of service in 2020 for both the Hetch Hetchy and CleanPowerSF programs. Power’s levels of service include five goals that are aligned with Power’s
functional budget
categories: power supply, power transmission, power distribution, City programs, and Power administration. These goals emphasize the delivery of reliable and clean energy at competitive prices, safe and reliable programs, effective customer service, and operational excellence and sustainability . Supporting these five goals are 19 objectives which provide further detail on how the five goals will be met. Associated with these 19 objectives
are nearly 100 detailed
performance metrics that allow the Power Enterprise to measure annual progress on meeting the goals and objectives.

Power’s Levels of Service Goals and Objectives are restated below and are attached.

• Outreach - Provide active marketing, education, and public outreach activities;
• Planning - Evaluate and plan for changing conditions that influence Power’s ability to meet State requirements and achieve levels of service;
• Regulatory Compliance - Meet sustainability plans, climate goals, and other regulatory requirements; and
• Workforce – Attract, develop, and retain a safe, healthy, productive, diverse, and well-equipped workforce.

The Power Enterprise uses levels of service data to evaluate, improve, and allocate resources, and collects levels of service data annually .

Each year, staff is asked to set a target for each of the nearly 100 metrics, and at the end of the year, staff is asked to provide data on whether targets were met. If a target is not met, Power uses this as an opportunity to learn how to perform or plan better next time and identify what additional resources might be needed
to be more
successful in the future. The annual collection of levels of service data is the first step in Power’s annual planning process. Power times the collection of the data so that it aligns with and informs the development of annual staff performance plans as well as operational and capital budget requests.

Environmental
Review:

On November 14 , 2023, the San Francisco Planning Department determined the proposed 2023 Power LOS Goals and Objectives would not meet the definition of a project under CEQA Guidelines sections 15378 and 15060(c)(2) because they would not result in a direct or indirect physical change in the environment. An SFPUC memo to San Francisco Planning Department concerning the Level of Service Goals and Objectives and the San Francisco Planning Department determination that the Level of Servic e goals and objectives are not a project under CEQA can be found here: https://sfpuc.sharefile.com/d- s1239042066754248a798631801724e8b

Results of Inaction: Disapproval of the attached resolution will require the SFPUC to continue to operate without approved levels of service goals for the Power Enterprise.

Recommendation: SFPUC staff recommends that the Commission adopt the attached resolution.
