Background: The San Antonio Pump Station is one of the key facilities in the San Francisco Public Utilities Commission (SFPUC) Water Enterprise Regional Water Program operations in the Sunol Valley. The existing motor control centers have been in service since the 1960’s and they are approaching the end of their useful life. To maintain reliable operation at San A ntonio Pump Station, SFPUC is replacing the existing motor control centers and seismically retrofitting facility walls. To accommodate the retrofit work, the contracto r will relocate the communications system to an adjacent room and modify
the Heating,
Ventilation, and Air Conditioning systems. In addition, the contractor will replace the existing diesel generator with a new propane generator , which will provide reliable backup power to the facility.

Scope of Contract: The Contract work location is in Sunol, CA.

Because the SFPUC anticipates that potential unforeseen conditions or other factors outside of the contractor’s control may impact the schedule, Staff included a requirement in the Invitation f or Bids for bidders to provide a daily compensable time extensi on rate. At the bid opening, Staff announced that SFUPC would use the value of a 60-day compensable delay to calculate the Compensable Delay amount bid adjustment. Staff used the daily rate in each bid Agenda Title: WD-2862, San Antonio Pump Station Motor Control Center Replacement and Seismic Retrofit Commission Meeting Date: December 12, 2023

to determine the total Compensable D elay value shown in the table by multiplying the bidder’s daily rate times 60. The Adjusted Bid value in the table is the sum of the Base Bid and Compensable Delay less any applicable LBE bid discount. Staff used t he Adjusted Bid value to compare and rank the bids to determine the lowest bidder . However, the contract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the Contract, the bidder’s daily compensable delay rate will become a term of the Contract.

MEMORANDUM

Date: October 30, 2023

To: Lorena Rodriguez, SFPUC
Alisha Reinhardt, SFPUC

From: Kate Mundhenk, CMD

Subject: WD-2862 -- San Antonio Pump Station Motor Control Center Replacement and Seismic Retrofit – CMD Review
The Contract Monitoring Division (“CMD”) has reviewed the bids submitted for the above referenced project, applied the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre- award requirements. A Local Business Enterprise (LBE) subcontracting requirement of 11% was established for this project.

The LBE subcontracting participation requirement is under 20% because a large portion of the work involves highly specialized equipment that needs to be purchased and installed, and due to the project location of 50 miles from San Francisco with limited LBE availability.

Below is a summary of CMD’s review:

Good Faith Efforts Requirements

Big Valley Electric utilized Approach A (35% Approach) on CMD Form 2B to meet the Good Faith Efforts (“GFE”) Requirements.

Big Valley Electric demonstrated that it met the GFE requirements under Approach A by exceeding the LBE subcontracting participation requirement established for this project by at least 35%. Big Valley Electric, as a Micro-LBE Prime, met the 35% GFE portion with its self-performed work.

Based on the foregoing, CMD has determined that Big Valley Electric has complied with the pre-award Chapter 14B requirements. Should you have any questions, or if I can be of further assistance, please do not hesitate to contact me at (415) 551-4335.
