MEETING DATE December 12, 2023

AGENDA ITEM
Public Utilities Commission
City and County of San Francisco
Calendar: Regular Calendar
Contract/Project Manager: Emily Rogers -Pharr, Executive Director, Southeast Community Center
Approve Fee Structure and Fee Schedule for the Southeast Community Center Summary of
Proposed
Commission Action:

Approve a fee structure and fee schedule for the use of reservable rooms and spaces at the Southeast Community Center; and authorize the General Manager to approve and modify event policies and procedures for reservations and use of the Southeast Community Center.

Background: Southeast Community Center
On October 22, 2023, San Francisco Public Utilities Commission (SFPUC) opened the Southeast Community Center (SECC) at 1550 Evans Avenue in San Francisco, replacing the facility at 1800 Oakdale Avenue. The SECC is a state- of-the-art, 40,000-square-foot, three-story, LEED gold building with two acres of open space. The SECC is a hub for the local community to gather, learn, play, and grow.

Through a strategic partnership model, the SECC offers programming to promote the health, well-being, cultural, educational, and financial empowerment of first the Bayview -Hunters Point community and then the greater San Francisco community (SECC Mission). Such programming meets mitigation requirements to address the environmental and social impacts of the SFPUC’s Southeast Treatment Plant's expansion in the 1970s and 1980s on the residents of the Bayview-Hunters Point community.

R
eservable Spaces
T
he SECC is a vibrant, highly activated center that now serves as a landmark for the Bayview-Hunters Point community. As an event venue, the SECC has indoor and outdoor spaces including classrooms, multipurpose rooms, an event pavilion, outdoor amphitheater, and lawn. Reservable rooms and spaces can accommodate from 30 to over 300 people. Amenities include state-of-art audiovisual equipment, a caterer’s kitchen , 75 off -street parking spaces , and a beautiful collection of public art . Attachment No. 1 provides visual images of the reservable spaces at SECC.

Fee Structure

In determining the fee structure and fee schedule for reservable rooms and spaces at the SECC, staff worked closely with the Real Estate Services Division, the City Attorney’s Office, and several consultants to help guide us through an analytical process that included examining fees and policies for comparable reservable public spaces , including those managed by the San Francisco Recreation and Park Department. The fee structure and fee schedule are designed to support the business and programmatic objectives of the SECC and the SECC Mission.

The intention is to offer a simplified fee structure with straight hourly fees that include the use of fixed amenities. The fees are affordable, minimize barriers to use, and hold users accountable to respect the space with reasonable deposits that are refundable.

All reservations will be subject to SECC Event Policies, which set reservation time limits and deadlines for payment of fees and deposits, establish rules for use of SECC spaces, and include specifications regarding different types of uses.

Staff believes that this fee structure and schedule is appropriate because the SECC spaces will be used by a variety of individuals and entities for a number of purposes. We recognize that non- profits holding a simple meeting or individuals hosting a small personal gathering should be charged a different rate than for-profit business es charging for attendance or private use.

We also
recognize that in keeping with the City’s mitigation requirements, the SECC Mission gives priority to the Bayview -Hunters Point community as a marginalized community, and residents of the community should be offered a reduced fee. As a result, we recommend the following fee structure:

Rate Categories Definitions
Individual Members of the public
A 35% community resident discount to the individual rate will be applied for residents of the following zip codes:
94124, 94134, 94107, and 94112.

Business For profit business entities
A 35% discount to the business rate will be applied for non
profit public benefit corporations qualified to do
business in California
Special Events Generally, larger scale events and events that sell tickets, food, alcohol, or merchandise.

Fees, Discounts, Deposits, and Add-ons

Attachment No. 2 outlines the fee structure and detailed fee schedule for each reservable space based on rate category. There are minimum reservation times for reservations and special events . R eservation windows include setup and teardown. Changes to the fee structure or fee schedule, aside from changes to noted salary or contract rates, will require Commission approval.

The fees for business entities are set at market rates and are comparable to spaces managed by the Recreation and Park Department. On the whole, reserving event space at the SECC at the business rate is designed to be at least cost-neutral to the SECC. Special Event fees represent a profit for the SECC and will help offset discounted rates. To encourage efficient use of the SECC, the SECC spaces may also be booked for longer periods of time at a reduced fee.

Residents of the Bayview-Hunters Point community and other local areas (including public housing sites outside of Bayview-Hunters Point) are identified as the primary beneficiaries of services at the SECC and are offered a 35% community resident discount from the applicable Individual or Special Event rate. Non-profit organizations reserving space or hosting events are offered a 35% discount from the applicable Business or Special Event rate.

Deposits equal to 30% of the reservation fee must be paid to hold a reservation and to ensure compliance with user policies. An additional deposit of $500 will be required for events that pose greater risk and liability, such as events serving alcohol.

After hours and weekend events, or those with over 100 guests must pay for event monitoring support at the employee’s published salary rate plus benefits and employer-paid taxes per hour (to be adjusted with changes to City employee compensation) and security at the contract rate (to be adjusted with changes to the security contract).

In March of 2023 the Southeast Community Facilities Commission unanimously recommended approval of the fee structure and fee schedule to the Commission.

SECF Commissioners and SFPUC staff recommend that the Commission adopt the proposed fee structure and approve the fee schedule because:

1. The proposed fee structure and fee schedule align with the SECC Mission and Administrative Code Chapter 54 by providing valuable benefits to the residents of the Bayview-Hunters Point community; and

2. The proposed fee structure and fee schedule meet the goals authorized by SFPUC Resolution No. 11- 008, in which the SFPUC approved the development of a community benefits program to better serve and foster Agenda Title: Approve Fee Structure and Fee Schedule for the Southeast Community Center Commission Meeting Date: Consent Calendar Summary Sheet

partnership with communities in all SFPUC service areas and to ensure that public benefits are shared across all communities.
