Approve Increase to Construction Cost Contingency for Contract No. WD-2840, Southern Skyline Boulevard Ridge Trail Extension

Summary of
Proposed
Commission
Action:

Approve an increase of $ 4,768,500 to the construction cost contingency for Contract No. WD-2840, Southern Skyline Boulevard Ridge Trail Extension, with Gordon H. Ball, Inc , for a new c ontract cost limit of $27,344,289, with no change to the contract duration, to provide for the construction of a two-mile trail segment south of SR 92, trail drainage features, 50-car parking lot, restroom, signage, and security improvements, in addition to scope items included in the Contract as awarded.

Background: The purpose of this project is to enhance the existing Fifield-Cahill Ridge Trail, and to create a new six-mile segment of Bay Area Ridge Trail—the Southern Skyline Boulevard Ridge Trail —through the interior of the Peninsula Watershed, south of California State Route (SR) 92.

On September 26, 2023, by Resolution No. 23- 0175, this Commission approved the award of Contract No. WD -2840, Southern Skyline Boulevard Ridge Trail Extension to Gordon H. Ball, Inc. The original contract amount was $20,523,445 and the original contract duration was 543 consecutive calendar days.

Scope of
Contract:

The contract work is within San Francisco Public Utilities Commission (SFPUC) Peninsula Watershed property in two locations:

1. North of SR 92 and along the existing Fifield-Cahill Ridge Trail The base bid contract work consists of:
• Construction of a new 0.5- mile universal access loop trail that provides access that is compliant with the Americans with Disabilities Act and parking along with trailhead improvements.

2. South of SR 92 and east of SR 35, also known as Skyline Boulevard The base bid contract work consists of:
• Construction of a new four-mile ridge trail segment to be served by a new 20-car parking lot and trailhead improvements;
• Construction of wildlife -friendly security fe ncing and other security features; and
• Installation of a pedestrian bridge and interpretive signage.

The SFPUC did not include certain s cope elements under the “additive alternate” bid items in the contract award due to budget limitations. The omitted scope included , south of SR 92: a two -mile trail segment, trail rolling dips, and trail drainage lens; and, north of SR 92: a 50-car parking lot, restroom, signage, and security improvements . The Contract Specifications, however, required that bidders hold bid prices for alternate bid items for a period of six months after the written notice of Contract award. SFPUC issued the Notice of Award on October 4, 2023 and SFPUC may therefore add the alternate bid items at this time for the cost established in the contractor’s bid.

The Water Enterprise affirmed that completion of the entire trail alignment is a high priority, evaluated funding availability and existing project needs, and re-aligned funding to make funds available to construct all of the additive alternate bid items included in the Schedule of Bid Prices.

the Contract:
