Budget Request Summary by Proposal
Fiscal Year: 2024-25
Organization: PUB110201 - PUB110201 Accounting (267641) Proposal: 30 - FS Accounting Right-Sizing Budget
Fund/Dept/Auth/Proj/Act: 27180/267641/10000/10026775/0001 This proposal is intended to right-size positions within the Accounting Services (AS) and Financial Reporting and Analysis (FRA) operating budget by increasing its base to reflect a combination of TXed
positions,
position
substitutions,
new
positions,
and
temporary
to
permanent
civil
service
positions.

Since the COVID-19 pandemic in FY 2019-20, AS/FRA headcount has remained relatively flat at 50 FTE while the work has significantly increased in both volume and complexity. AS and FRA are involved in every financial transaction that makes up the $1.65 billion adopted operating budget and $1.03 billion capital budget/programmatic projects for FY 2022-23. In the same fiscal year, 9,018 purchase orders were approved worth over $816 million, representing 9.0% and 13.9% of citywide totals, respectively. Further, 39,804 vouchers were processed worth over $1.84 billion, representing

9.1%
and

13.6%
of
citywide
totals,
respectively.

AS and FRA have historically exceeded its budget by over $500K in temporary salaries to meet its operational needs. The proposal is to move away from Temp Salaries and put in PCS positions to ensure retention and stabilization and accurate reflection/rightsizing of actual personnel resources capacity needed to sustain accounting service operations, reduce overtime of all existing permanent staff. Currently, AS has total 7 temp positions, including 5, 1632 Cat 18 positions and 2, 9922 positions. Temp positions have had high turnover. We are requesting to convert all 1632 temp positions to perm for retention and stability.

-3 -589,991 The position substitution is to align the budgeted class with actual job duties performed. It represents a $11.4K or 6.1% increase per position. Positions in this role serve as managers reporting to AS/FRA managers. They are responsible for an entire function of one or more enterprise funds with little to no directions. Classifications in this role have not been adjusted since PeopleSoft was implemented in 2017, which increased responsibilities of this role in both complexity and scope. Incumbents are responsible for the financial management information system (PeopleSoft) impact of the areas they manage in addition to the technical aspects of developing/maintaining fiscal policies, procedures, and analyses. The substitution is necessary to acquire and retain top talent, as well as maintain parity with other City departments that have a comparable function/scope. The substitution will allow SFPUC to keep the institutional knowledge cultivated over the years, yielding efficiencies that ultimately results in ratepayer savings. 30 - FS

AN 1657 Accountant IV 1 137,946 SFPUC is pursuing federal and state grants - emergency grants, state revolving fund (SRF) loans, Water Infrastructure Finance and Innovation Act (WIFIA) loans/grants, and SFPUC managed grants (Green Infrastructure Grant Program) to external recipients to diversity its funding sources and have less reliance on ratepayer funds. The number of grants and grants given to external recipients

significantly,

Each grant has its own administrative and reporting requirements, which makes it challenging to manage in a decentralized organizational structure. Further, SFPUC has experienced continuous and increased federal/state declared emergencies in recent years such as the March 2018 storms, August

AN 0923 Manager II 1 138,107 0923 in Financial Planning will bifurcate the existing rates manager position into an 0923 that administers Power and CleanPowerSF rates and an 0923 that handles Water and Wastewater rates.

This is needed because of the increase scope and complexity of rate setting across the 3 enterprises, which is now too much for a single manager to handle. Both positions will report to the 0933 Director of Financial Planning. For example, the financial planning team is now responsible for setting rates for Hetch Hetchy Power and CleanPowerSF, when previously these were tied to PG&E’s rates. Power rates are extraordinarily complex, requiring analyzing massive amounts of data. As the Power Enterprise’s customer base continues to expand, it is critical that the SFPUC have the capacity to responsibly administer rates given the increased workload and complexity now faced. In addition, the agency is faced with making major strategic financial decisions over a 20-50 year planning horizon that have billions of dollars of impact, and the Financial Planning team is increasingly being asked to provide analysis to support these decisions. For example, the team needs to forecast utility sales volumes to support decisions around what level of capital investments are needed in the long-term horizon to ensure the system meets expected population growth, while balancing the risk of incurring costs for existing customers today for future residents who may not materialize. The impact of this work touches on areas critical to the agency’s success in environmental, financial, and legal areas. Proper staffing and analysis today could save San Franciscans millions of dollars through more efficient and accurate financial strategy and planning.

This new position is to 1) provide additional management capacity for the team to support the expanded scope of work and 2) manage the newly proposed 1825 Data and forecasting manager who will in turn manage an 1824 and 1823. This position is part of an overall reorganization of the team to realign the reporting structure, clarify job responsibilities, and ensure Financial Planning is able to support the agency’s strategic financial planning goals.

Organization: PUB110303 - PUB1103 Applications & Systems (267645) Proposal: 105 - Upgrade of Maximo to Maximo Application Suite (MAS) Fund/Dept/Auth/Proj/Act:

Maximo is used by all SFPUC Operating Divisions for asset and maintenance management. We are currently on Maximo 7.6.1.2 and IBM has announced end-of-support for Maximo 7.6.1.x in September 2025. We must upgrade to Maximo Application Suite (MAS), the new version of Maximo, in order to stay current and compliant. We will be upgrading and migrating our current on- premise instance of Maximo to Maximo Application Suite (MAS) in the Cloud. This proposal is for professional services and annual cloud hosting to support the upgrade.

Professional Services for the upgrade from Maximo to MAS include interface conversion, data migration, system upgrade, testing, administration & end-user training, and deployment.

Maximo Application Suite (MAS) Hosting & Managed Services to be provided by 3rd party vendor.

Organization: PUB1104 - PUB1104 Loans & Grants (210834) Proposal: 47 - Loans & Grants Support
Fund/Dept/Auth/Proj/Act: 27180/210834/10000/10026772/0015 Loans and Grants is a new bureau in Business Services, that was previously supported through professional services consultant contracts. In FY 2022-23, an 0933 Loans and Grants Director was hired and budgeted under PUB1101 Business Svc Admin. This budget proposal continues the transition from being predominantly consultant supported to an SFPUC staffed program. The successful acquisition of low interest financing since 2014, estimated to save SFPUC $1.4B over 30-year revenue bond financing, far offsets the cost to implement the L&G program. With 14 executed agreements for 19 projects totaling $2.4B in low-cost financing, plus another 8 loans anticipated to be executed in the next 2 years for 22 projects totaling $1.4B, conservatively estimated to save more than $410M, the L&G bureau will need resources to implement ongoing administration, ensuring compliance with all funding agreements. Though a new professional services contract will be available to provide consultant support from October 2023 - June 2028, continued administration of existing loans and grants, pursuit of new funding, engagement in development of new funding opportunities, and L&G program administration that will be needed well beyond the 5-year consultant contract. The L&G program has matured from the initial goal in 2014 of 5 loans totaling $500M, to becoming a vital component of SFPUC's financing strategy, whose success is equally reliant on cooperative planning with SFPUC Financing, collaborative work with External Affairs for strategic advocacy and development of funding partnerships, and rigorous compliance and administration work implemented together with Infrastructure. It is time for SFPUC

shifting
the
program
to

function
that,

Partnership development is also a critical component of L&G success. While most day-to-day collaboration and meetings can be done electronically and through virtual platforms, there is no substitute for in-person relationship building. This requires L&G to retain strong engagement with industry associations and agencies that are responsible for administration of funding programs.

This proposal includes a travel budget for attendance at two conferences and one in-person meeting in Washington, DC for each fiscal year.

Fiscal Year: 2024-25

Proposal: 48 - Audit Bureau Support
Fund/Dept/Auth/Proj/Act: 27180/210813/10000/10026772/0014 Introduction:

The purpose of this proposal is to present a justification for an increased budget for the upcoming budget cycle for the Audit Bureau. As an essential component of maintaining financial integrity and ensuring compliance, conducting a thorough audit is crucial for the SFPUC. However, due to evolving regulatory requirements, expanding business operations and services, and the need for enhanced
cybersecurity,
it
is
imperative
to
allocate
additional
resources
to
perform
comprehensive
audit
activities
effectively.

1. Regulatory
Compliance:

In recent years, there has been a significant increase in regulatory requirements from the SF Controller’s Office and the Budget Legislative Analyst . Compliance with these regulations is vital to avoid consequences and maintain stakeholder trust. With an increased budget, we can allocate funds to specialize in our audits, invest in advanced software tools, and conduct in-depth research in
each
bureau
to
ensure
compliance
with
all
applicable
regulations.

2. Expanding Business Operations: SFPUC has experienced substantial growth in operating load and expanding legal requirements. As a result, the complexity and scale of our operations have increased, requiring a more extensive audit process. By allocating additional resources, we can engage auditors with expertise in specific areas, such as risk management, to thoroughly assess the
new
business
ventures
and
ensure
accurate
financial
reporting.

3. Enhanced CyberSecurity: In today's digital landscape, Cybersecurity is a top priority. The Audit Bureau needs to assess the effectiveness of internal controls, identify potential vulnerabilities, and provide recommendations for risk mitigation. With an increased budget, we can invest in robust cybersecurity measures, conduct penetration testing, and employ data analytics tools to detect
anomalies
and
address
any
potential
security
loopholes.

4. Technological Advancements: Technology continues to advance rapidly, impacting the audit process. Investing in audit-specific software and tools can streamline data analysis, improve accuracy, and enhance efficiency. By allocating additional funds, we can acquire cutting-edge audit software, provide training to auditors on utilizing these tools effectively, and facilitate smoother
information
exchange
between
auditors
and
the
organization's
systems.

Conclusion:

An increased budget for the Audit Bureau is essential to accommodate the evolving landscape of regulatory compliance, expanding business operations, enhanced data security requirements, and technological advancements. By allocating additional resources, we can ensure a thorough and effective audit, maintain compliance, and provide actionable insights to the organization's management,
contributing
to
its
long-term
success
and
sustainability.
