State Revolving Fund (SRF) and
Water Infrastructure Finance and Innovation Act (WIFIA) Background
• Increasing awareness of ratepayer affordability, unspent capital project balances and deliverability challenges
• Need to mature and streamline capital planning and delivery processes to manage growing scope and enable alignment across enterprises Goals
• Build a unified approach for capital program and project planning, prioritization and decision making across SFPUC (to the extent possible) • Improve our ability to assess deliverability for program and project planning and budgeting
• Develop solutions to deliverability issues to increase capacity to execute on projects
Capital Planning Improvement Initiative
18 • Standardized CIP development roles and responsibilities across enterprises
• Streamlined templates to forecast scope, schedules and budgets for active and newly proposed projects
• Enhanced EMB review of project schedules and budgets, staffing and contracting resources; facilitated integration of recommendations • More robust financial scenario modelling for financial affordability • Collaboration through a new intranet site developed to streamline document management
A cross-functional project team facilitated these process changes and addressed issues and opportunities for improvements in real time. Further opportunities for improvement have been logged for the next budget cycle.

As we begin to move the SSIP into extensive construction activities in 2023 and beyond, we will need even more support to provide ongoing, proactive construction communications, in addition to continuing to provide meaningful and timely engagement with the communities in which we operate and intend to invest in our infrastructure. We need to staff to support the extensive and necessary outreach activities in neighborhoods and communities across the City. The position will participate in the development and implementation of outreach activities related to the planning, environmental review, design and construction phases of Wastewater Capital projects, including those
