Commission Action:
Approve an increase of up to 214 calendar days (approximately seven months) to the contract duration contingency for Contract No. WW-704, Various Locations Sewer Replacement No. 9 , with JDB and Sons Construction, Inc., for a new contract duration limit of up to 774 consecutive calendar days (approximately two years and two months ), due to delays caused by the San Francisco Municipal Transportation Authority not de- energizing overhead Muni lines and to addre ss unforeseen underground conditions encountered on Federal Street , with no change to the contract amount.
Background: The San Francisco Public Utilities Commission (SFPUC) inspected the existing sewers on the subject streets listed below , which are located in the City and County of San Francisco, and determined that SFPUC should replace them.
On November 9, 2021, by Resolution, 21- 0168, the Commission awarded Contract No. WW-704, Various Locations Sewer Replacement No. 9 to JDB and Sons Construction, Inc. The original contract amount was $3,898,770 and original contract duration was 310 consecutive calendar days.
On August 8, 2023, by Resolution No. 23-0142, the Commission approved an increase of 219 calendar days to the contract duration contingency for a total contract duration of up to 560 consecutive calendar days, with no change to the contract amount.
Scope of Contract: The contract work consists of replacing the existing sewers with approximately 2,508 feet of 12- inch diameter, 689 feet of 15- inch diameter, and 206 feet of 21 -inch diameter vitreous clay pipe, and installing cured -in- place lining on approximately 259 feet of existing 12- inch diameter sewers, 332 feet of existing 14-inch diameter sewers, and 551 feet of existing 18-inch diameter sewers at the following locations:

• Federal Street, from 2nd Street to End;
• Grove Street, from Scott Street to Divisadero Street; • Scott Street, from Hayes Street to Grove Street;
• Noe Street, from 16th Street/ Market Street to 17th Street; • Broderick Street, from Haight Street to Page Street;
• Page Street, from Baker Street to Lyon Street;
• Baker Street, from Haight to Page Street;
• Capp Street, from 21st Street to 22nd Street;
• 24th Street, from Chattanooga Street to Church Street; • California Street, from 22nd Avenue to 23rd Avenue; and • Cervantes Boulevard , from Bay Street/ Fillmore Street to Alhambra Street.
Modifications to the
Contract:
Modification No. 1 : The SFPUC increased the contract duration by 250 consecutive calendar days, in accordance with Resolution No. 23- 0142, to complete the remaining contract work scope, with no change to the contract amount.
Recommended Increase to Contract Duration Contingency: Staff recommends the Commission to approve increase to the contract duration contingency of up to 214 calendar days to provide time for the Contractor to complete the remaining contract work scope due to delays caused by the San Francisco Municipal Transpor tation Authority not de-energizing overhead Muni lines and to address unforeseen underground conditions encountered on Federal Street, for a new contract duration limit up to 774 consecutive calendar days, with no change to the contract amount.

WHEREAS, The San Francisco Public Utilities Commission (SFPUC) inspected existing sewers in the City and County of San Francisco and identified sewer lines needing replacement ; and
WHEREAS, On November 9, 2021, by Resolution No. 21-0168, this Commission awarded Contract No. WW-704, Various Locations Sewer Replacement No. 9 to JDB and Sons Construction, Inc.; and
WHEREAS, The original contract amount was for $3,898,770 and the original contract duration was 310 consecutive calendar days; and
WHEREAS, The contract Notice-to-Proceed date was April 18, 2022; and WHEREAS, On August 8, 2023, by Resolution No. 23-0142, this Commission approved an increase of 219 calendar days to the contract duration contingency for a total contract duration of up to 560 consecutive calendar days, with no change to the contract amount; and WHEREAS, Modification No. 1 increased the contract duration by 250 consecutive calendar days to provide time for the c ontractor to complete the remaining contract work scope, for a total contract duration up to 560 consecutive calendar days; and WHEREAS, Staff recommends an increase of up to 214 calendar days to the contract duration contingency to complete the remaining contract work scope due to delays caused by the San Francisco Municipal Transportation Authority not de-energizing overhead Muni lines and to address unforeseen underground conditions encountered on Federal Street, for a new contract duration limit of up to 774 consecutive calendar days, with no change to the contract amount; and WHEREAS, Contract Monitoring Division established a Local Business Enterprise (LBE) subcontracting participation of 20% for this contract, and the contractor committed to 21.05% LBE participation with its bid submittal; and

RESOLVED, That this Commission hereby approves an increase of up to 214 calendar days to the existing contract duration contingency for Contract No. WW- 704, Various Locations Sewer Replacement No. 9 , for a total contract duration limit of up to 774 consecutive calendar days, with no change to the contract amount.
