Approve Amendment No. 6 and Approve Increases in Construction Cost and Duration Contingencies for Contract No. WW-628 Southeast Water Pollution Control Plant New Headworks Facility
Summary of Proposed
Commission Action:
Approve Amendment No. 6 to Contract No. WW-628 Southeast Water Pollution Control Plant New Headworks Facility with Sundt-Walsh Joint Venture (Construction Manager/General Contractor or CM/GC) , increasing the contract amount by $7,158,234 for a total contract amount not to exceed $555,982,050; and approve increasing the contract cost contingency by $7,841,766, and increasing the contract duration contingency by 257 calendar days, resulting in a contract cost limit of $570,380,175 and a revised contract duration limit of 3,304 consecutive calendar days (approximately nine years and one month) due to unforeseen conditions associated with structural strengthening required for existing influent channel, additional shutdown constraints, supply chain challenges with odor control systems and major electrical and process equipment, as well as impacts related to electrical service delays.
Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise Headworks facility is one of the most odorous treatment processes in the wastewater stream . It contains critical solids remo val equipment, such as fine screens, grit removal, and odor control systems.
The existing fine screening and grit removal processes are inefficient and significantly impact the performance of downstream processes at Southeast Water Pollution Control Plant (SEP). Upgrading these systems with a new Headworks facility will improve the downstream treatment processes and protect the existing and new equipment from damaging debris such as rags, sand, and abrasive grit.
On May 24, 2016 , by Resolution No. 16-0099 , this Commission awarded Contract No. WW- 628 Southeast Water Pollution Control Plant New Headworks Facility . The original contract amount was $244,562,224, and the original contract duration was 2,658 consecutive calendar days.
On February 28, 2017, by Resolution No. 17-0043, this Commission adopted the CEQA Findings, including the Final Mitigated Negative Contract: WW-628 Southeast Water Pollution Control Plant New Headworks Facility Commission Meeting Date: March 26, 2024
Declaration (FMND) , and the Mitigation Monitoring and Reporting Program, and approved the Headworks Project and authorized the General Manager to proceed with construction of the project under Contract No. WW-628.
In November of 2017, c onstruction began, and the CM/GC has accomplished the following milestones:
• Scope I – Site Preparation (100% complete)
• Scope II – Bruce Flynn Pu mp Station Improvements (100% complete)
• Scope III – Main Headworks (81% complete)
o The new Headworks building is complete. CM/GC is
in the process of installing roofing, windows, elevators, doors, and other architectural finishes.
o Majority of the project equipment (grit pumps, odor
control, grit removal, screenings removal, hoppers,
process piping, HVAC, etc.) has been delivered and
installed.
o The electrical installations (conduit, wiring, panels, enclosures) and wire testing are on-going.
o Work on the art wall and campus fence is underway.
o SFPUC has approved 66 of the expected 70 bid
packages.
Description of Scope of
Work:
The contract work location is in the City and County of San Francisco.
The work under this contract consists of the following:
Detail of Work under this Contract:
• Scope I – Site Preparation
o Construction of a new work- around pipe to bypass the old wet weather Headworks facility.
o Demolition of wet weather Headworks (SEP 011).
• Scope II – Bruce Flynn Pump Station Improvements
o New bar screens, new lift pumps and upgrades to the
electrical system.
o New odor control units to minimize impacts to surrounding communities.
• Scope III – Main Headworks
o New Influent Junction Structure and Influent Monitoring. o New screening and grit removal facilities.
o Construction of the new Odor Control Facility.
o Rehabilitation of the existing Southeast Lift Station. o Installation of art wall and aesthetic improvements.

Amendments to the
Contract:
Contract No. WW -628, as a CM/GC contract, uses an integrated project delivery method that allows the contractor to review design documents and provide construction cost estimates and constructability reviews at various milestones. This project delivery method also allows the design of certain scopes of work to be performed concurrently with construction. The CM/GC bids out the subcontractor trade packages as the project progresses. As such, the project team has implemented the following design developments related to constructability and value engineering, as well as changes to market conditions, escalation, and field condition changes:
Amendment No. 1: On February 28, 2017, by Resolution No. 17-0043, this Commission approved Amendment No. 1, increasing the contract amount by $11,600,000 for a total contract amount of $256,162,224 , with no change to the contract duration.
