Commission Action:
Approve an increase of 115 calendar days to the contract duration contingency for Contract No. WW-684, 45th, 46th, 47th Aves, Vicente and Wawona St reets, and Sloat Blvd Sewer Replacement , with Precision Engineering, Inc., for a new contract duration limit of up to 527 calendar days (approximately one year and five months) due to additional time needed for Staff to complete review and approval of contract submittals , obtain permits, and for unforeseen site conditions, with no change to the contract amount.
Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise inspected existing sewers on several streets withi n the City and County of San Francisco (specific locations listed below) and determined they should be replaced. The existing main sewers to be replaced/lined range in size from 8 to 21-inch diameter and were constructed primarily in the 1920s.
Staff is coordinating t he contract work with the San Francisco Municipal Transportation Agency (SFMTA) L Taraval Improvement Project Segment B contract and will take advantage of SFMTA’s current shutdown of the L - Taraval Light Rail Vehicle service. The work under Contract No. WW -684 will replace/line the existing sewer facilities at the subject locations to minimize future disruption along this portion of the L Taraval service area.
On November 8, 2022, by Resolution 22- 0192, the Commission awarded Contract No. WW-684, 45th, 46th, 47th Aves, Vicente and Wawona Streets, and Sloat Blvd Sewer Replacement to Precision Engineering, Inc. The original contract amount was $7,342,613 and original contract duration was 375 consecutive calendar days.
Scope of Contract: The contract work is in San Francisco, CA and work locations include:
• Sloat Blvd from Lower Great Hwy to 44th Avenue;
• 47th Avenue from Sloat Blvd to Taraval Street;
• 46th Avenue from Sloat Blvd to Ulloa Street;
• 45th Avenue from Sloat Blvd to Vicente Street;
• Wawona Street from 47th Avenue to 44th Avenue; and
• Vicente Street from 47th Avenue to 45th Avenue.

The original contract work consists of:
• Replacing the existing main sewers with approximately 2,720 linear feet of 12-inch diameter, 830 linear feet of 15-inch diameter, 232 linear feet of 18-inch diameter and 13 linear feet of 21-inch diameter vitreous clay pipe (VCP); and
• Cured-in-place lining of approximately 4,828 linear feet of existing 8- inch diameter and 334 linear feet of existing 12- inch diameter main sewers.
Modifications to the
Contract:
Modification No. 1 : Effective October 4, 2023, the SFPUC modified the Contract within the approved contract cost contingency by increasing the contract amount by $12,472 , to perform additional sewer work to address unforeseen site conditions, for a total contract amount of $7,355,085, with no change to the contract duration.
Recommended Increase to Contract Duration Contingency: Staff recommends the Commission to approve an increase to the contract duration contingency by 115 calendar days for Staff to complete review and approval of contract submittals, obtain permits, and for unforeseen site conditions , for a new contract duration limit up to 527 consecutive calendar d ays, with no change to the contract amount.

RESOLUTION NO.
WHEREAS, The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise inspected existing sewers on the subject streets in the City and County of San Francisco and determined that the existing sewers needed to be replaced; and WHEREAS, On November 8, 2022, by Resolution No. 22-0192, the Commission awarded Contract No. WW-684, 45th, 46th, 47th Aves, Vicente and Wawona Streets, and Sloat Blvd. Sewer Replacement to Precision Engineering, Inc.; and
WHEREAS, The original contract amount was for $7,342,613 and the original contract duration was 375 consecutive calendar days; and
WHEREAS, The contract Notice-to-Proceed date was February 27, 2023; and WHEREAS, E ffective October 4, 2023, by Modification No. 1, SFPUC increased the contract amount by $12,472, within the current contract amount contingency, to perform additional sewer work to address unforeseen site conditions, increasing the total contract value to $7,355,085, with no change to the contract duration; and
WHEREAS, Staff recommends a 115 calendar day increase to the contract duration contingency to provide additional time needed for Staff to complete review and approval of contract submittals, obtain permits, and for unforeseen site conditions; and WHEREAS, Contract Monitoring Division established a Local Business Enterprise (LBE) subcontracting participation of 10% for this contract, and the contractor committed to 14.04% LBE participation with its bid submittal; and
WHEREAS, Funds are available from Project No. 10034367, 45th, 46th, 47th Aves, Vicente and Wawona Streets, and Sloat Blvd Sewer Replacement; now, therefore, be it RESOLVED, That this Commission hereby approves an increase of 115 calendar days to the existing contract duration contingency for Contract No. WW- 684, 45th, 46th, 47th Aves, Vicente and Wawona Streets, and Sloat Blvd Sewer Replacement , for a total contract duration contingency amount of up to 152 calendar days and a new contract duration of up to 527 consecutive calendar days, with no change to the contract amount.
