Approve Amendment No. 3 to Contract No. CS-389, Planning and Engineering Services Southeast Plant New 250 MGD Headworks Facility

Summary of
Proposed
Commission Action:

Approve Amendment No. 3 to Contract No. CS-389, Planning and Engineering Services Southeast Plant New 250 MGD Headworks Facility, with Carollo Engineering, Inc., increasing the contract amount by $3,000,000, for a total not- to-exceed contract amount of $57, 500,000, with no change to the contract duration, to continue providing wastewater process facility engineering design and engineering support services during construction.

Background: The Sa n Francisco Public Utilities Commission (SFPUC) requires the planning and engineering services provided under this agreement to complete the design and provide engineering support during construction for the Southeast Plant New Headworks Facility project (Headworks Project). The Headworks Project will provide the major improvements needed to ensure that Southeast Plant maintains State and Federal permit compliance, operates reliably, and meets the Sewer System Improvement Program’s Commission- endorsed Goals and Levels of Service (LOS).

On October 28, 2014, by Resolution No. 14-0172, this Commission awarded Contract No. CS -389, Planning and Engineering Services Southeast Plant New 250 MGD Headworks Facility, to Carollo Engineering, Inc., with a not- to-exceed contract amount of $14,000,000 and a not-to-exceed duration of six years.

Scope of Contract: The work under this agreement consists of specialized wastewater process facility pla nning and engineering services for Contract WW-628 Southeast Water Pollution Control Plant New Headworks Facility.

WW-628 Southeast Water Pollution Control Plant New Headworks Facility Project, a Construction Manager/General Contractor (CM/GC) agreement, uses a project delivery method that allows the contractor to review design documents and provide design cost estimat
es, as well as constructability
reviews, at various milestones. This project delivery method also allows the design of certain scopes of work to be performed concurrently with construction. As such, design developments related to constructability and value engineering, as well as changes to market conditions, escalation, and contractor markups, have occurred.

The planning and engineering services under CS-389 has proceeded in two consecutive phases:

Phase 1 – Planning, Conceptual Engineering Report (CER), and Preliminary Engineering Design (35%).

Phase 2 – Detailed Design, Procurement, Engineering Support during Construction, and Start-up Support.

Phase 1 is complete, and Phase 2 is in progress with engineering support of the on-going WW-628 construction contract.

However, due to unforeseen conditions in construction, an increased level of effort is needed to support the project through final completion. The increased level of effort consists of the following:

1. Redesign to accommodate resequencing of construction in coordination with the project’s general contractor and adjacent construction projects at the Southeast Treatment Plant.

2. Additional efforts for software testing and development for the on- going project to install a new control software system at the Southeast Treatment Plant (contract no. DB-126).

3. Unknown poor condition of the existing influent channel requiring a greater level of structural design services.

4. Supply chain challenges required evaluation of a lternate material suppliers and manufacturers.

Amendments to the
Contract:

Amendment No. 1: On October 25, 2016, by Resolution No. 16 -0225, this Commission approved Amendment No. 1, increasing the c ontract amount by $19,500,000 for a total not -to-exceed contract amount of $33,500,000, and increasing the contract duration by three years for a total c ontract duration of nine years.

Amendment No. 2: On June 9, 2020, by Resolution No. 20- 0124, this Commission approved Amendment No. 2, increasing the c ontract amount by $21,000,000 for a total not -to-exceed contract amount of $54,500,000, and increasing the contract duration by two years for a total c ontract duration of 11 years.

Proposed Amendment No. 3 reflects the increased level of effort needed to provide engineering support for the project through final completion.
