Summary of
Proposed
Commission
Action:
Award Contract No. WD-2720, 8-Inch Ductile Iron Water Main Replacement, 16 - Inch and 24-Inch Earthquake Resistant Ductile Iron Water Main Installation, Sewer Replacement, and Pavement Renovation on Coso and Precita Avenues from Coleridge to Bryant, to the responsible bidder that submitted the lowest responsive bid, Mitchell Engineering, in the amount $8,633,150 and with a duration of 745 consecutive calendar da ys (approximately two years and one month), to install approximately
3,100 feet of earthquake resistant ductile iron water conveyance pipe, 2,100 feet of ductile iron water conveyance pipe, 1,100 feet of sewer pipe, ancillary water service pipe, curb ramps, and pavement restoration. This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code section 31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.
Background: The water main replacement work under this Contract is part of the San Francisco Public Utilities Commission (SFPUC) Water Enterprise Local Conveyance/Distribution System Program. The program includes the replacement of old pipes that have either been damaged or are at the end of their useful service life to ensure reliable water delivery within the City. SFPUC is currently implementing a phased program to improve the reliability of the water distribution system from College Hill Reservoir to San Francisco General Hospital with e arthquake resistant pipe to withstand a major seismic event. This contract marks the last of a series of six construction contracts.
On November 23, 2021, by Resolution 21- 0172, this Commission authorized the General Manager of the San Francisco Public Utilities Commission to designate Kubota Earthquake Resistant Ductile Iron Pipe and fittings in the construction contract as sole source for Contractor -furnished materials because the materials are available from only one source and are needed to match existing installed Earthquake Resistant Ductile Iron Pipe in use at the Project.
Scope of
Contract:
The contract work location is in the City and County of San Francisco Bernal Heights residential district. The contract work includes installation of:

Environmental
Review:
On January 3, 2024 the San Francisco Planning Department determined the water conveyance portion of Contract No. WD-2720 to be statutorily exempt from environmental review (Case No. 2020- 008434ENV), and on December 2, 2020 the San Francisco Planning Depart ment determined the sewer conveyance portion of Contract No. WD-2720 to be statutorily exempt from environmental review (Case No. 2020-010808ENV), both under the CEQA s ection 21080.21 and the CEQA Guidelines section 15282(k), because each of the proposed pipeline replacements will be in the public right -of-way and do not exceed one mile in length. The exemption determinations can be found here: https://sfpuc.sharefile.com/public/share/web- s6e8734830b6b48609acf1a66934fc642
Both projects have independent utility and are combined in this contract both because of contracting convenience , and because the San Francisco Excavation Code establishes a five- year moratorium on excavating in streets that have been reconstructed, repaved and/ or resurfaced in the preceding five years to protect the public infrastructure and maintain the integrity of the pavement and right of way.
This action constitutes the Approval Action for the Project for the purposes of CEQA, pursuant to San Francisco Administrative Code section 31.04(h).
