MEMORANDUM
Date: February 27, 2024
To: John Wong, SFPUC
From: Jason Chow, CMD
Subject: Closeout for WW-679 Various Locations Sewer Replacement No. 8 CMD’s Review
The Contract Monitoring Division (“CMD”) has determined that Precision Engineering(“Precision”), the prime contractor for this project, has complied with the Chapter 14B LBE subcontracting requirements associated with this project.
At the time the project was advertised, an LBE subcontracting requirement of 20% was established.
Precision’s Subcontractor List (Document 00 43 36) reflected an LBE subcontractor participation commitment of 20.39%. Precision was awarded the contract in the amount of $4,412,862.00. After three (3) change orders, the final contract amount is $4,547,838.52 At closeout, the LBE subcontracting participation is as follows:

The following explanations were provided by Precision/SFPUC for the LBE firms that did not receive the percentages listed at the time of bid;
R&S Construction:
R&S Construction was not utilized because the SW-3 scope was removed for this contract.
Roadway Construction:
After the City performed the rolling straight edge test on the site, a change order was executed for a payment reduction on the paving work performed by Roadway Construction.
Lastly, Precision did utilize the LBE firms on its team to the extent possible based on the firms’ expertise and qualifications.
Based on the foregoing, CMD concurs with the closeout of this contract.
