Commission Action:
Accept work performed by KJ Woods Construction, Inc., under Contract No.
WW-711, Wawona Area Stormwater Improvement and Vicente Street Water Main Replacement ; approve Modification No. 8 (Final) decreasing the contract amount by $1,653,043, for a total c ontract amount of $29,164,740 and decrease the contract duration by 35 consecutive calendar days for a new total contract duration of 964 consecutive calendar days (approximately two year and eight months); and authorize final payment to the contractor.
Background: The San Francisco Public Utilities Commission (SFPUC) sought to address the intersection of 15th Avenue and Wawona Street, a low -lying area that historically has been susceptible to recurring flooding caused by moderate and heavy storms. This intersection is lower in elevation than the surrounding areas and , when large storms fill the sewers fill to capacity, the excess stormwater runoff and manhole surcharges travel downstream and reach the intersection, resulting in ponding water on adjacent properties.
The objective of the Wawona Area Stormwater Improvement and Vicente Water Main Replacement Project was to reduce flooding at the intersection of 15th Avenue and Wawona Street and manage stormwater in the surrounding neighborhood. This project wa s aimed at bringing the area within the Commission’s approved Sewer System Improvement Program (SSIP) “Level of Service,” which meant the system would be able to convey stormwater runoff from a five -year, three-hour storm. A five -year storm is a storm that has a statistical probability based on historic rainfall data of occurring once every five years. The project diverts the
combined sewer flows from the
existing sewer upstream of the intersection of 15th Avenue and Wawona Street into a new sewer pipe on Vicente Street, extending from Wawona Street to 34th Avenue.
A portion of the scope of work was to replace the aging water transmission and distribution mains on Wawona Street, 15th Avenue, and on Vicente Street west of 19th Ave nue. The 36- inch welded steel transmission main, which extended between 19 th and 25 th Avenue, served as part of the new potable Emergency Firefighting Water System in the west side of the City.

Harty Pipelines was not utilized at their request. Per Harty Pipelines, they “have been in the process of making major changes in the operation of our business which has now let us to closing down. We will not be able to perform any work on the above project which we quoted last January. Please proceed with finding a substitute contractor to perform that scope of work.” As such, in good faith, KJW utilized Golden State Construction & Utility, Inc. KJW accordingly met, and exceeded, their overall LBE subcontracting requirement.
Based on the foregoing, CMD concurs with the closeout of this contract.
