Award Contract No. CS-1414, Project Labor Agreement Upcountry Training Services

Summary of Proposed
Commission Action:

Award Contract No. CS-1414, Project Labor Agreement Upcountry Training Services with San Joaquin County Office of Education, in the amount not to exceed $1,000,000 with a duration of five years , to provide pre-apprentice training, barrier removal, and referral services for Tuolumne County and the surrounding areas of San Francisco Public Utilities Commission service territory.

Background: The San Francisco Public Utilities Commission (SFPUC) seeks to provide multi-year funding and coordination for a local pre-apprentice training program in coordination with local unions and organizations that serves the SFPUC public work construction projects identified in the Hetch Hetchy Water and Power Capital Plan and administered as part o f the SFPUC’s Project Labor Agreement Job Training and Opportunities Program.

The Hetch Hetchy Water and Power Capital Plan is a $1.2 billion capital improvement to numerous upcountry water transmission, hydroelectric generation, and power transmission facilities in San Joaquin, Tuolumne, Stanislaus, and Mariposa counties, essential to continued reliable delivery of both water and power.

SFPUC public work construction contracts have local hire mandates, which require that 30% of all project hours within each trade and 50% of apprentice hours within each trade be completed by local area residents.

Through adoption of the Water System Improvement Program’s Project Labor Agreement and the Job Training and Opportunities Program, this Commission established a policy of collaborating with pre-apprenticeship training organizations within the SFPUC’s water service area to ensure pre- apprenticeship training for low -income individuals residing in the water service territory and to further enrollment of qualified residents in union apprenticeship programs in each county where construction will take place.

The San Joaquin
County Office of Education’s (SJCOE) YouthBuild program is a named partner organization in the Job Training and Opportunities Contract: CS-1414, Pre-Apprentice Program Development and Implementation Services Commission Meeting Date: May 14, 2024

Program and maintains a satellite facility in Tuolumne County .

Because SJCOE, a government entity, is the named partner organization in the Job Training and Opportunit ies Program and maintains a facility in Tuolumne County, it is uniquely situated to provide training services in the region surrounding Hetch Hetchy and Moccasin. As such, staff recommends SJCOE as a sole source for this contract.

The purpose and goal of the contract is to provide funding support for SJCOE, a public agency, to staff and administer a pre-apprentice program that facilitates career pathways in the construction industry.

SJCOE will work together with unions, service providers, and other partners
in the area to facilitate trainee identification, recruitment, barrier removal, construction related training, job placement, tracking, and retention services. SFPUC Workforce and Economic Program Services will manage and direct SJCOE to ensure deliverab les and reporting procedures for all provided services including quality assurance for its outcomes.

On June 25, 2019, by Resolution No. 19- 0121, this Commission awarded a predecessor Memorandum of Understanding to SJCOE to carry out these services. Unde r the previous contract, SJCOE conducted pre-apprentice training sessions each year for residents of the Tuolumne, Stanislaus, and Mariposa counties. These pre - apprentice training courses provided participants with seven weeks of multi-craft core curriculum, safety certifications, an introduction to the field of construction, and networking and referral opportunities with potential employers.

Scope of Contract: Pre-apprentice training, barrier removal, and referral services for Tuolumne County and the surrounding areas of SFPUC service territory. Services will include (1) the administration of a m ulti-craft core pre-apprentice construction training program that assists SFPUC contractors in meeting their workforce needs, (2) maintenance of the Tuolumne Community Collaborative that connects SFPUC with unions, residents, workforce community groups , and other interested parties, (3) follow-up with graduates to increase the chances of long- term success, and (4) reporting outcomes to partners and interested parties.
