Award Contract No. HH-1013, Moccasin Compound Water System Filtration Addition

Summary of
Proposed
Commission Action:

Award Contract No. HH-1013, Moccasin Compound Water System Filtration Addition, to the responsible bidder that submitted the lowest responsive bid, Sierra Mountain Construction, Inc. , in the amount of $4,177,936, and with a duration of 346 consecutive calendar days to install a permanent freshwater treatment plant in Moccasin, CA. This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act (CEQA) pursuant to San Francisco Administrative Code section 31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.

Background: The San Francisco Public Utilities Commission (SF PUC) Water Enterprise Moccasin Camp Water System (MCWS) is located above Moccasin camp east of the helipad and adjacent to the Moccasin Penstocks. MCWS is supplied from the Moccasin Penstocks and provides drinking water to the employees and residents of Moccasi n. The MCWS utilizes an ultraviolet system to treat the water prior to distribution and in extended outage periods relies upon the use of a temporary microfiltration system. The microfiltration unit is intended to treat raw water with a turbidity of less than 5 Nephelometric Turbidity Unit (NTU), and potentially as high as 100 NTU. Extended outage periods occur during scheduled winter shutdowns and outages for the ten- year Mountain
Tunnel Improvement project. During the 2017 and 2018 winter shutdowns, the SFPUC installed a portable microfiltration unit to treat raw water for the MCWS. The MCWS is regulated by the State of California, and it is critical to provide safe drinking water for the Moccasin Camp community. The installation of a permanent solution for microfiltration relieves the City of elevated costs associated with renting a temporary unit to support operations.

Scope of Contract: The contract work location is in Moccasin, Tuolumne County, California.

The contract work consists of:
• Construct permanent microfiltration facility to house filtration operations; and
• Install, test, and commission City furnished permanent microfiltration plant.
