Approve Increase to Duration and Cost Contingencies for Contract No. WW-736, Castro and Mission Districts Sewer Improvements

Summary of Proposed
Commission Action:

Approve an increase in the amount of $2,500,000 to the cost contingency and an increase of 100 calendar days to the duration contingency for Contract No. WW- 736, Castro and Mission Districts Sewer Improvements, with Precision Engineering, Inc ., increasing the c ontract amount limit up to $10,499,552 and increasing the contract duration limit up to 567 consecutive calendar days (approximately one year and seven months), to rehabilitate an additional 1,440 linear feet of large diameter high- risk sewers on 18th Street between Eureka and Danvers Streets . Implementation of all the 18 th Street sewer rehabilitation under a single construction contract will reduce disruption to the Castro District residents and businesses. This actio n constitutes the Approval Action for the 18th Street sewer rehabilitation work for the purposes of the Cali fornia Environmental Quality Act ( CEQA), pursuant to San Francisco Administrative Code section 31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.

Background: The purpose of this project is to rehabilitate existing sewers that are over 100 years old and identified to be at a high- risk of failure based on data in the San Francisco Public Utilities Commission (SFPUC) c ondition assessment management program.

On May 9, 2023, by Resolution 23- 0097, the Commission awarded Contract No. WW-736, Castro and Mission Districts Sewer Improvements to Precision Engineering, Inc. The original contract amount was $7,272,320 and original contract duration was 425 consecutive calendar days.

After the Commission awarded WW -736, Castro and Mission Districts Sewer Improvements, City staff completed condition assessment s of additional brick sewers on 18 th Street between Eureka Street and Danvers Street, directly west of the current Contract limit, observed missing mortar and fallen bricks in televised videos of these sewers , and confirmed the need for structural rehabilitation. In the interest of time and to minimize additional disruption to the community with a future construction contract, staff recommends performing this work under Contract No. WW-736.
