Approve Amendment No. 3 to Contract No. PRO. 0028, New Headworks Facility Construction Management Staff Augmentation Services

Summary of
Proposed
Commission Action:

Approve Amendment No. 3 to Contract No. PRO.0028, New Headworks Facility Construction Management Staff Augmentation Services , with HDR Engineering, Inc., to increase the contract amount by $4,680,626, for a total not -to-exceed contract amount of $31,680,626, and to increase the contract duration by one year , for a total contract duration of eight years and six months , to reflect the re -scoping efforts and increased level of staffing needed to complete construction Contra ct No. WW- 628, Southeast Water Pollution Control Plant New Headworks Facility, subject to Board of Supervisors approval under Charter Section 9.118.

Background: Originally constructed in the early 1950’s, portions of the Southeast Water Pollution Control Plant (SEP) are operating beyond their useful life and with outdated technology. The San Franci sco Public Utilities Commission’s (SFPUC) Sewer System Improvement Program (SSIP) SEP treatment projects will provide the major improvements needed to ensure that the SEP maintai ns operational regulatory permit compliance, operates reliably, and meets the Commission -endorsed Goals and Levels of Service. The Headworks facility houses the first and one of the most odorous treatment processes in the wastewater stream , and contains critical solids removal equipment, such as fi ne screens, grit re moval, and odor control systems. The existing fine screening and grit removal processes are inefficient and significantly impact the performance of downstream processes at the SEP. Upgrading these s ystems w ith a new Headworks facility will improve the downstream treatment processes and protect the existing and new equipment from damaging debris such as, rags, sand, and abrasive grit.

On March 28, 2017, by Resolution No. 17- 0059, this Commission awarded Contract No. PRO.0028, New Headworks Facility Construction Management Staff Augmentation Services , with a not -to-exceed contract amount of $17,000,000, and a contract duration of up to six years. On May 16, 2017, by Resolution No. 191- 17, the Board of Supervisors approved the award of the contract.

On March 3, 2021, by Resolution No. 102- 21, the Board of Supervisors approved Amendment No. 1.

Amendment No. 2: On April 7, 2024, under the authority delegate d by Resolution 09- 0017 (January 27, 2009) , the General Manag er executed Amendment No. 2, e xtending the contract by six months, for a total contract duration of seven years and six months, to provide time for the preparation and approval of Amendment No. 3.

Proposed Amendment No. 3: Staff recommends that the Commission approve an increase to the contract amount by $4,680,626, and an increase to the contract duration by one year, for a total no t to exceed contract amount of $31,680,626 and a total contract duration of up to eight ye ars and six months, subject to Board of Supervisors approval under Charter Section 9.118.

Construction Contract No. WW-628, Southeast Water Pollutio n Contr ol Plant New Headworks Facility, is a Construc tion Manager / General Contractor (C M/GC) contract and uses a p roject d elivery me thod that allows the contractor to review design documents and provide design cost estimates, as well as constructability reviews , at various milestone s. This project delivery method also allows the design of c ertain scopes of work to be performed concurrently with construction.

The requested Amendment No. 3 to this professional services contract reflects the increased level of effort needed to implement the re-scoping of the construction contract (WW-628) and to support the project thr ough final completion. The WW-628 project re-scope includes:
• Existing lift station – The existing lift station will be rehabilitated to remain in service. This includes seismic retrofit, and installation of new pumps, screening, electrical and odor control equipment. • Odor control structure – Originally, the existing lift station was to be demolished to make room for the new odor control structure.

With the existing lift station remaining, i t is necessary to relocate Agenda Title: Approve Amendment 3 to Contract No. PRO.0028, New Headworks Facility Construction Management Staff Augmentation Services

the ne w odor control structure. The n ew locatio n will be the existing SEP 012 facility. To make room, the SEP 012 facility will be demolished af ter the successful construction of the new Headworks facility.
• The scope changes have resulted in t he need for additi onal coordination and construct ion manage ment suppo rt. In addition, portions of the new H eadworks fac ility that have yet to be constructed will be redesigned to accommodate the existin g lift station that will remain in service.
• Finally, power delivery for full system sta rt-up and operation and delayed has pushed construction schedule by fift een months.

Construction support is required to coordinate startup.

The resulting increased level of effort for this Contract No. PRO.0028, the Construction Management Staff Augmentation Contract for the Headworks facility replacement, includes:
• Addition of a Special Inspector to cover the contractor’s planned multiple work shifts.
• Addition of an Offi ce Engineer to ass ist with the multiple work scopes.
• Addition of an Assista nt Field Contract Administrator to support the increased CM/GC contract administration.
• Addition of as-needed material testing services.
• Addition of inspect or overtime based on the C ontractor’s planned multiple work shifts.
