1 Los Vaqueros
Reservoir Expansion Project
Operated by the San Francisco Public Utilities Commission May 2024
Regional Map
The Los Vaqueros Expansion Project (LVE)
Regional Project Components:
• Expansion of an existing Contra Costa
Water District reservoir by 115,000 acre-feet
• Expanded reservoir will be governed by a
Joint Powers Authority, comprised of eight
project partners, including the SFPUC
• New Transfer Bethany Pipeline enabling
connection to the State Water Project’s
South Bay Aqueduct
SFPUC-Specific Infrastructure:
• Rehabilitation of an existing connection from
the South Bay Aqueduct to San Antonio
Reservoir
LVE Local Agency Partners
1. Alameda County Water
District
2. Contra Costa Water District
3. East Bay Municipal Utility
District
4. Grassland Water District
5. San Francisco Public Utilities
Commission
6. San Luis & Delta-Mendota
Water Authority
7. Valley Water
8. Zone 7 Water Agency
• Storage in LVE can increase dry
year reliability for the SFPUC
• Storage in the Bay Area South of
the Delta can enable access to
water purchases in and north of
the Delta
• Use of CCWD’s Delta intake
infrastructure is subject to fewer
restrictions for the SFPUC than
using state and federal facilities
directly

Current L V E Challenges
• Securing water supply for CCWD customers at no increased cost during dam reconstruction
• Sharing risk equitably among all partners during construction • Ensuring access to necessary facilities during operation • Securing federal and State funding
• Achieving intended project benefits under more stringent permit requirements
7 Prioritize transfers when available to minimize the need for new infrastructure
Prepare the SFPUC to participate in the transfer
market with institutional agility
Develop long-term agreements for dry-year transfers
and/or new supply development
Develop diversified portfolio of transfer partners
Acquire and store supplies during non-dry years,
along with investment in LVE storage and conveyance
Mitigation Measures:
Outstanding Water Supply Questions for SFPUC
8 Can the SFPUC secure water for LVE?
o Competition for limited transfers in
dry conditions
o Transfers may not be available in
some years
o Cost of water acquisitions may be
expensive
o Securing supply would require new
partnerships and time
Challenges:
Refurbish the SBA Turn-out into San Antonio
Consider investment in LVE storage to enable
holding undeliverable supplies
Continue to update simulations of future uses and
conditions
Mitigation Measures:
Outstanding Conveyance Questions for SFPUC
9 Can the SFPUC receive supplies in dry years?
o Sufficient connection between the
SFPUC and South Bay Aqueduct
o Sharing CCWD’s conveyance facilities
o Sharing South Bay Aqueduct capacity
Challenges:
Evaluation of SFPUC’s Participation
10 Assumptions:
• SFPUC takes deliveries in critical dry years (3 out of every 10 years) • Both storage and conveyance are subject to losses
• Ratio of water purchased to water delivered is return on investment Results:
• Purchasing between 10 and 20 thousand acre-feet of storage in Los Vaqueros offers a favorable combination of water supply, cost, reliability and return on investment

Approve Amendment No. 6 to Contract No. CS-1408, Multi-Party Cost Share Agreement for Los Vaqueros Reservoir Expansion Project Planning
Summary of Proposed
Commission Action:
Approve Amendment No. 6 to Contract No. CS-1408, Multi-Party Cost Share Agreement for Los Vaqueros Reservoir Expansion Project Planning, with Alameda County Flood Control and Water Conservation District Zone 7, A lameda County Water District, Contra Costa Water District, East Bay Municipal Utility District, Grassland Water District, San Luis & Delta-Mendota Water Authority, Santa Clara Valley Water District, and the Los Vaqueros Reservoir Joint Powers Authority, to extend the Agreement duration by 12 months, resulting in a new total Agreement duration of six years and four months, with no change to the Agreement’s not -to-exceed amount, due to addition
al delays in the
negotiation and execut ion of project -related contracts with the California Department of Water Resources and the California Department of Fish and Wildlife , and permits with the U.S. Bureau of Reclamation, as well as other institutional challenges.
Background: Contra Costa Water District (CCWD) and the Los Vaqueros Reservoir Joint Powers Authority (JPA) are leading the planning and development of the Los Vaqueros Reservoir Expansion Project (Project), which will increase the capacity of the existing CCWD-owned and operate d reservoir by 115,000 acre-feet and include additional facility upgrades to improve connectivity and usability of the reservoir for other water agencies in the region in order to provide broad -ranging water supply and environmental benefits throughout the Bay Area.
The Project could potentially provide the San Francisco Public Utilities Commission ( SFPUC) with up to 40,000 acre -feet of new reservoir storage space, where the SFPUC could store a new, supplemental dry year supply that it acquires for its retail and wholesale water customers.
Use of the new storage is contingent upon the SFPUC (1) successfully securing a source of water to store in Los Vaqueros and (2) having a reliable conveyance path to deliver the stored water either ( a) directly into the SFPUC’s San Antonio Reservoir , or ( b) as an exchange of supply with other water agencies in the region.
SFPUC staff continue to evaluate feasible sources of water to fill the Agenda Title: Contract No. CS-1408, Multi-Party Cost Share Agreement for Los Vaqueros Reservoir Expansion Project Planning
Commission Meeting Date: May 28, 2024
SFPUC’s potential port ion of Los Vaqueros , as well as water conveyance options through the South Bay Aqueduct (SBA), a facility owned and operated by the California Department of Water Resources.
If the SFPUC decides to participate in the Project through a long- term Service Agreement with the JPA, it would most likely use the SBA to deliver water from the Project to San Antonio Reservoir . The Project includes construction of the Transfer -Bethany Pi peline to link Los Vaqueros to the SBA.
On December 13, 2016, by Resolution No. 16-0258, this Commission authorized the SFPUC’s initial participation in the Project through a cost share agreement with CCWD and the Bay Area Water Supply & Conservation Agency (BAWSCA). The Project subsequently secured grant funds through the California Water Commission and the U.S.
Bureau of Reclamation for continued Project development and implementation.
On March 26, 2019, by Resolution No. 19- 0060, this Commission approved the Multi- Party Cost Share Agreement for Los Vaqueros Reservoir Expansion Project Planning (Agreement) between CCWD and several other public entities, including the SFPUC, collectively referred to as the Local Agency Partners. The Agreement had a duration of up to 16 months and a total not-to-exceed amount of $2,833,036, split among CCWD and the Local Agency Partners, with the SFPUC’s financial contribution not to exceed $354,129.
Between 2020 and 2023, CCWD and the Local A gency Partners amended the Agreement f ive times to extend its duration , increase funding contributions of the parties , add new tasks , and memorialize completion of existing tasks. The Agreement’s exi sting total not -to- exceed amount is $31,525,839, of which $4,597,910 is the total not-to- exceed amount for the SFPUC.
In September 2020, due to the significant financial contribution needed and outstanding uncertainties, the BAWSCA Board of Directors withdrew BAWSCA from independent participation in the Project.
BAWSCA continues to support the SFPUC’s participation.
On August 24, 2021, by Resolution No. 21- 0131, this Commission authorized the General Manager to execute the Los Vaqueros Reservoir Expansion Joint Exercise of Powers Agreement with seven other Bay Area and Central Valley water agencies, creating the new JPA to govern the design, construction, future operation, and administration of the Project.
