Award Contract No. WD-2903, Site Remediation at 520 John Muir Drive Phase 2

Summary of
Proposed
Commission
Action:

Award Contract No. WD-2903, Site Remediation at 520 John Muir Drive Phase 2, to the responsible bidder that submitted the lowest responsive bid, Anvil Builders, Inc., in the amount of $2,186,888 and with a duration of 120 consecutive calendar days, to demolish relic structures and remediat e residual contaminated soils beneath and around the structures onsite; and adopt findings pursuant to the California Environmental Quality Act including a Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program.

Background: The Pacific Rod and Gun Club built and operated skeet and trap shooting facilities at 520 John Muir Drive from 1934 to 2015. T hese activities deposited lead shotgun pellets and other debris on site. After the Pacific Rod and Gun Club vacated the site in 2015, the San Francisco Public Utilities Commission (SFPUC) implemented the Pacific Rod and Gun Club Upland Soil Remedial Action Project (referred to as Phase 1) , which included extensive soil remediation under the oversight of the San Francisco Bay Regional Water Quality Control Board.

SFPUC excavated 88 thousand tons of contaminated soils to depths of up to 10.5 feet across most of the site. SFPUC backfilled the excavated areas with clean fill, and restored some site features and vegetation.

Subsequently, the San Francisco Recreation and Parks Department proposed the Lake Merced West Project, which would create a recreational facility at 520 John Muir Drive. The City and County of San Francisco, under the jurisdiction of the SFPUC, owns the project site . The SFPUC proposes to undertake building and structure demolition and further soil remediation in support of the Lake Merced West Project, before construction by the Recreation and Parks Department. This remediation work is referred to as Phase 2.

Scope of

Innovative Project Solutions, Inc.'s request to withdraw its bid for the above - mentioned contract.

Because the SFPUC anticipates that potential u nforeseen conditions or other factors outside of the contractor’s control may impact the schedule, Staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extension rate. At the bid opening, Staff announced that SFPUC would use the value of 60 days to calculate the Compensable Delay bid adjustment amount.

Staff used the daily rate from each bid to determine the total Compensable Delay value shown in the table above by multiplying the bidder’s daily rate times 60.

The Adjusted Bid value in the table is the sum of the Base Bid and Compensable Delay less any applicable Local Business Enterprise bid discount. Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder.

However, the contract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the Contract, the bidder’s daily compensable delay rate will become a term of the Contract.

Application of bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.
