Ruiz Construction Co & Assoc., Inc., for a revised not -to-exceed contract amount of up to $19,206,581 and a revised contract duration limit of up to 1,283 consecutive calendar days due to the ongoing need for as -needed paving services.
Background: The San Francisco Public Utilities Commission (SFPUC) Water Enterprise requires as-needed paving services following repair and replacement of water distribution system infrastructure primarily throughout the City and County of San Francisco.
On May 11, 2021, by Resolution No. 21- 0079, this Commission awarded Contract No. WD-2868R San Francisco Local Water As-Needed Paving (21- 24) to A. Ruiz Construction Co & Assoc., Inc.. The original contract amount was $ 13,857,000 and original contract duration was 1,095 consecutive calendar days. The contract established a start date of June 28, 2021, and an end date of June 26, 2024. amount plus the original cost contingency amount does not exceed 150% of the original contract sum. SFPUC assigns work under the contract on an as - needed basis by specific contract task order.
The paving work under this contract is funded by the Water Enterprise Local Conveyance/Distribution System Program . Work performed through this Contract is needed to restore roadways and sidewalks after installation of water services and mains, main break repairs, and replacement of meter boxes.
Due to delays in procuring a new as -needed paving contract to replace this contract, Staff recommends an extension of this existing contract and an increase in not -to-exceed contract amount to permit performance of critical street repair services following unanticipated main breaks and leaks and to Agenda Title: No. WD-2868R San Francisco Local Water As-Needed Paving (21-24) Commission Meeting Date: June 25, 2024
support new water service installations and meter maintenance. Staff anticipates that a new as -needed paving contract will be available by December 2024. SFPUC has spent the entire existing capacity of this contract; Staff has based the recommended not-to-exceed contract amount increase on past spending throughout the contract’s duration.
Scope of Contract: Contract work consists of as-needed pavement restoration on short notice for excavations in the public right-of way and replacement of existing pavement adjacent to the above excavations in accordance with DPW Order No. 18,005.
Excavations in the public ri ght-of-way must include but are not limited to water service installation, meter and meter box installation/adjustment, curb ramp construction, pipe leaks and main breaks.
Contract work is located within the City and County of San Francisco, including Yerba Buena Island, Treasure Island and occasionally in SFPUC easements or properties on the Peninsula and in the East Bay.
Modifications to the
Contract:
Modification Nos. 1-2: Staff increased the Contract amount by 1,385,700 and increased the contract duration by 109 calendar days within the original 10% contract cost and duration contingencies, for work exceeding the original projected estimated quantities for a total re vised contract amount of 15,242,700 and a revised contract duration of 1,204 consecutive calendar days.
