Award Contract No. WW-752R, Various Locations Main Sewer Inspection No. 2, to the responsible bidder that submitted the lowest responsive bid, Pipe and Plant Solutions, Inc., in the amount of $3,544,000 with a duration of 425 consecutive calendar days (approximately one year and two months), to inspect existing sewers at various locations within the City and County of San Francisco. This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act ( CEQA), pursuant to San Francisco Administrative Code section 31.04(h).
The Planning
Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.
Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise Collection System staff has identified critical needs for video inspection services of existing sewers to supplement Wastewater Enterprise Collection System staff’s on-going inspection work of the sewer system under Wastewater Enterprise's Collection System Asset Management Program.
The scope of work for this contract is to perform sewer main, lateral, and culvert inspection work. This work helps to ensure that the sewer system continues to operate efficiently and is in a good state of repair.
Scope of Contract: The contract work is at various locations within the City and County of San Francisco as shown on the location map and in the attached list of inspection locations.
The contract work consists of:
• Camera inspection of approximately 88,0 00 linear feet of existing main sewers equal to and less than 36 inches in diameter; • Camera inspection of approximately 67 ,000 linear feet of existing sewer laterals; and
• Camera inspection of approximately 20 ,000 linear feet of existing sewer culverts.

This action constitutes the Approval Action for the Project for the purposes of the CEQA, pursuant to San Francisco Administrative Code section 31.04(h).

WHEREAS, The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise Collection System management has identified critical needs for video inspection services of existing sewers to supplement the Wastewater Enterprise Collection System staff’s on- going inspection work of the sewer system under the SFPUC Wastewater Enterprise's Collection System Asset Management Program; and
WHEREAS, On April 22, 2024, SFPUC advertised Contract No. WW-752R, Various Locations Main Sewer Inspection No. 2; and
WHEREAS, The Engineer’s Estimate is $ 4,000,000 for this contract work to inspect existing sewer pipelines at various locations within the City and County of San Francisco; and WHEREAS, The contract duration is 425 consecutive calendar days; and WHEREAS, On May 9, 2024, SFPUC received and publicly opened two bids; and WHEREAS, SFPUC staff and Contract Monitoring Division (CMD) reviewed the bids and the application of bid preferences and have determined that Pipe and Plant Solutions, Inc., is the responsible bidder that submitted the lowest responsive bid; and WHEREAS, Contract Monitoring Division established a 4% Local Business Enterprise (LBE) subcontracting requirement for this contract, and Pipe and Plant Solutions, Inc., committed to 5.50% LBE participation in its bid submittal; and
