Approve Increase to the Duration Contingency for Contract No. WW-735, Various Locations Main Sewer Inspection No. 1
Summary of Proposed
Commission Action:
Approve an increase of 107 calendar days to the duration contingency for Contract No. WW-735, Various Locations Main Sewer Inspection No. 1, with Pipe and Plant Solutions, Inc., for a revised duration limit (includi ng contingency) of up to 470 consecutive calendar days (approximately one year and four months), due to unforeseen conditions such as protruding sewer laterals within the existing main sewer, which delayed the progression of the inspection work, with no change to the contract amount.
Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise maintains an on-going main sewer inspection program. The scope of work for this Contract No. WW-735 is sewer main, lateral, and culvert inspection work, an integral part of the Wastewater Enterprise comprehensive asset management program. This work helps to ensure that the sewer system continues to operate efficiently and i s in a good state of repair.
On June 13, 2023, by Resolution No. 23-0121, the Commission awarded Contract No. WW-735, Various Locations Main Sewer Inspection No. 1, to Pipe and Plant Solutions, Inc. The original contract amount was $1,998,888, and the original contract duration was 330 consecutive calendar days.
Scope of Contract: The contract work is at various locations within the City and County of San Francisco as shown on the location map and in the attached list of inspection locations.

e contract work consists of:
• Camera inspection of approximately 52,800 linear feet of existing main sewers equal to and less than 36 inches in diameter; • Camera inspection of approximately 40,000 linear feet of existing sewer laterals; and
• Camera inspection of approximately 12,000 linear feet of existing sewer culverts.

EREAS, The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise Collection System management has identified critical needs for video inspection services of existing sewers to supplement the Wastewater Enterprise Collection System Staff’s on- going inspection work of the sewer system under SFPUC Wastewater Enterprise ’s Collection System Asset Management Program; and
WHEREAS, On June 13, 2023, by Resolution No. 23-0121, the Commission awarded Contract No. WW-735, Various Locations Main Sewer Inspection No. 1, to Pipe and Plant Solutions, Inc.; and
WHEREAS, The original contract amount was for $1,998,888 and the original contract duration was 330 consecutive calendar days; and
WHEREAS, The contract Notice-to-Proceed date was August 7, 2023; and WHEREAS, Staff recommends an increase of 107 calendar days to the duration contingency due to unforeseen conditions such as protruding sewer laterals within the existing main sewer, which delayed the progression of the inspection work, for a new duration limit up to 470 consecutive calendar days, with no change to the contract amount; and WHEREAS, Contract Monitoring Division established a Local Business Enterprise (LBE) subcontracting participation of 4% for this contract, and the contractor committed to 5.50% LBE subcontractor participation in its bid submittal; and
WHEREAS, Funds are available from Project No. 10038815, Various Locations Main Sewer Inspection No. 1; now, therefore, be it
RESOLVED, That this Commission hereby approves an increase of 107 calendar days to the existing duration contingency for Contract No. WW- 735, Various Locations Main Sewer Inspection No. 1, for a total duration contingency of up to 140 calendar days , for possible modification of the contract of up to 470 consecutive calendar days in duration, and with no change to the contract amount.
