Award Contract No. WW-747, Seacliff Avenue Pump Station & Force Main Upgrade and Seacliff 1 Pump Station Demolition

Summary of
Proposed
Commission
Action:

Award Contract No . WW-747, Seacliff Avenue Pump Station & Force Main Upgrade and Seacliff 1 Pump Station Demolition to the responsible bidder that submitted the lowest responsive bid, Minerva Construction, Inc., in the amount of $5,777,000, and with a duration of 560 consecutive calendar days (approximately one year and seven months) , to replace the existing Seacliff 1 Pump Station with a new underground pump station located on Seacliff Avenue.

This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code section 31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.

Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise owns and operates Seacliff 1 Pump Station located on a City and County of San Francisco parcel with portions of the discharge force main and electrical infrastructure located within Golden Gate National Recreation Area (GGNRA).

The City built the pump station in 1929 and much of the equipment is obsolete, has exceeded its useful life, and is difficult to maintain and repair.

The purpose of this Project is to address the Wastewater Enterprise Operational Reliability Level- of-Service (LOS) Goals . The replacement of the existing Seacliff 1 Pump Station will achieve the goals by having a new under ground pump station along Seacliff Avenue for easier maintenance access and will maximize its pumping capacity and sump volume. A new force main will replace the aged existing force main with access cleanouts, which will allow Operation and Maintenance to properly operate and maintain the system.

Scope of Contract: The contract work location is along Seacliff Avenue and El Camino Del Mar of the City and County of San Francisco.

The contract work consists of:
• Replacement of the existing pump station
• Replacement of force main and gravity sewer
• Installation of flow monitoring devices
• Installation of floatable controls

Because the SFPUC anticipates that potential unforeseen conditions or other factors outside of the contractor’s control may impact the schedule, Staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extensi on rate. At the bid opening, Staff announced that SFPUC would use the value of 60 days to calculate the Compensable Delay bid adjustment amount. Staff used the daily rate in each bid to determine the total Compensable Delay value shown in the table above by multiplying the bidder’s daily rate times 60. The Adjusted Bid value in the table above is the sum of the Base Bid and Compensable Delay less any applicable Local Business Enterprise bid discount. Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder. However, the c ontract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the Agenda Title: WW-747, Seacliff Avenue Pump Station & Force Main Upgrade and Seacliff 1 Pump Station Demolition Commission Meeting Date: August 27, 2024

Contract, the bidder’s daily compensable delay rate will become a term of the Contract.

Application of bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.

MEMORANDUM

Date: July 18, 2024

To: Suzanne Huang, SFPUC
Saied Khan, SFPUC

From: Jovi Cuntapay-Vitin, CMD

Subject: CMD Award Memo for WW-747 Seacliff Avenue Pump Station & Force Main Upgrade and Seacliff 1 Pump Station Demolition

The Contract Monitoring Division (“CMD”) has reviewed the bids submitted for the above referenced project, applied the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre- award requirements. The Micro/Small -LBE subcontracting pa rticipation requirement is 10% for this project. The LBE subcontracting participation requirement is below 20% due to the large amount of specialty work that involves pre -packaged underground pump station that only Contractors with specific qualifying expe riences can perform. This project includes a high percentage of equipment procurement (e.g., mechanical valves, electrical and instrumentation equipment) that requires proportionately less labor to install compared to typical sewer projects. The main purpose of this project is to replace the existing Seacliff 1 Pump Station with a new underground pump station located within the public ROW (right of way) on Seacliff Ave in San Francisco to meet SFPUC Level of Services Goal. The installation of the specialty item also requires heavy coordination with shutdowns of the system and constrained to limited work hours which makes it harder to sub out the work. Below is a summary of CMD’s review.

Based on the foregoing, CMD has determined that Minerva has complied with the pre-award Chapter 14B requirements. Should you have any questions, or if I can be of further assistance, please do not hesitate to contact me at [email protected]
