Background: The San Francisco Public Utilities Commission (SFPUC) Water Enterprise City Distribution Division (CDD) oversees water distribution within the C ity limits.

The current CDD campus, located at 1990 Newcomb Avenue, has served as CDD’s main facility for almost six decades.

to alleviate departmental overcrowding,
address building code and safety issues, eliminate inefficiencies such as decentralized locations, and accommodate the CDD’s current and future operational needs. The new facilities will be constructed at 2000 Marin Street in San Francisco on an approximately 8- acre property located off Evans Avenue with frontages on Marin Street and Cesar Chavez Street.

On June 28, 2022, by Resolution No. 22- 0125, this Commission awarded Contract No. WD -2897R to Clark Construction Group to provide construction services for the New CDD Campus at 2000 Marin Project.

On August 13, 2024, by Resolution No. 24-0176, this Commission approved the New CDD Campus at 2000 Marin Project and authorized SFPUC staff to proceed to the construction phase.

The Contract Monitoring Division (“CMD”) has reviewed the consultant proposals and supporting documentation and applied the appropriate rating bonuses submitted for the above referenced project. The LBE subconsulting/subcontracting requirement is 20.00% for this project.

CMD received four (4) proposals, at the bid due date, submitted by Consor PMCM, Inc., MCK Americas, Inc., Jacobs Project Management Co., and Hollins Consulting, Inc. Based on thi s, CMD has determined that the remaining proposals were materially compliant with the pre-award Chapter 14B requirements.
