Award Contract No. WD-2844, 12-Inch Ductile Iron Water Main Installation on Parnassus Avenue, from Stanyan Street to 6th Avenue, on Lawton Street from 7th Avenue to Funston Avenue, and Various Street Locations

Summary of
Proposed
Commission
Action:

Award Contract No. WD-2844, 12-Inch Ductile Iron Water Main Installation on Parnassus Avenue, from Stanyan Street to 6th Avenue, on Lawton Street from 7th Avenue to Funston Avenue, and Various Street Locations, to the responsible bidder that submitted the lowest responsive bid, Basset Engineering, in the amount of $8,118,045 and with a duration of 616 consecutive calendar days (approximately one year and eight months), to install water mains in the Sunset District of San Francisco. This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code section 31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.

Background: The water main installation work under this Contract is part of the San Francisco Public Utilities Commission (SFPUC) Water Enterprise Local Conveyance/Distribution System Program. The program includes the replacement of pipes that have either been damaged or are at the end of their useful service life, to ensure reliable water delivery within the City and County of San Francisco.

The City installed the existing 6-inch diameter cast iron water mains scheduled to be replaced under this Contract in 1936. Due to their material, age, and history of repeated main breaks in the neighborhood, they need to be replaced. These water mains are at the end of the pressure zone, experience lower flows, and likely contain tubercules caused by corrosion over time.

The 12-inch diameter ductile iron pipe that the contractor will install under this contract will provide redundancy to the northern portion of the Stanford Heights pressure zone. This project will also improve the ability to isolate the northernmost transmission pipelines of this pressure zone, which will increase the operational flexibility of the system.

Scope of
Contract:

The contract work location is in the City and County of San Francisco’s Sunset District. The contract work includes installation of:
• 1,500 feet of 4-inch to 8-inch diameter ductile iron water conveyance pipe; • 7,800 feet of 12-inch diameter ductile iron water conveyance pipe; Agenda Title: WD-2844, 12-Inch Ductile Iron Water Main Installation on Parnassus Avenue, from Stanyan Street to 6th Avenue, on Lawton Street from 7th Avenue to Funston Avenue, and Various Street Locations Commission Meeting Date: September 24, 2024

From: Adriana Duran, CMD

Subject: WD- 2844 12-Inch Ductile Iron Water Main Installation on Parnassus Avenue from Stanyan Street to 6th Avenue, on Lawton Street from 7th Avenue to Funston Avenue, and Various Street Locations – CMD Award Memo

The Contract Monitoring Division (“CMD”) has reviewed the bids submitted for the above referenced project, applied the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre-award requirements. The Micro/Small-LBE subcontracting participation requirement is 14% for this project.

The LBE subcontracting requirement is less than 20%, as this contract includes Contractor procurement of pipeline materials to be installed within the project limits.

Pipeline procurement is through a non-LBE supplier and therefore reduces the overall LBE availability on this contract.

Below is a summary of CMD’s review.
