Award Contract No. WW-755, Sunnydale Pump Station Safety Improvements
Summary of
Proposed
Commission
Action:
Award Contract No. WW-755, Sunnydale Pump Station Safety Improvements, to the responsible bidder that submitted the lowest responsive bid, Anvil Builders, Inc., in the amount of $8,069,600, and with a duration of 1,155 consecutive calendar days (approximately three years and two months), to address water intrusion, health and safety conditions, and security issues at the Sunnydale Pump Station. This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act ( CEQA), pursuant to San Francisco Administrative Code section 31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.
Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise Sunnydale Pump Station was constructed in 1991 and manage s flows within the Sunnydale Drainage Basin during the w et weather season. The unmanned pump station is prone to groundwater intrusion - corroding the building structure, electrical and mechanical equipment, and making the working conditions a health and safety concern to the Operations and Maintenance staff when they need to visit the station. The water intrusion has caused structural damage inside the pump station and severe corrosion to the manifold piping, ventilation ducts, switchgear, and motor control center.
The purpose of this Project is to address the Wastewater Enterprise’s Health, Safety, and Security Level-of-Service Goals by resolving the water intrusion into the pump station, replacing corroded equipments, and installing a new security system.
Scope of Contract: The contract work location is at 125 Harney Way in Brisbane, San Mateo County.
The contract work consists of:
• Repairing structural deficiencies such as cracks and leaks, • Replacement of manifold piping,
• Waterproofing of the pump station,
• Replacement of the HVAC system,
• Replacement of switchgear,
• Replacement of the motor control center, and

Because the SFPUC anticipates that potential u nforeseen conditions or other factors outside of the contractor’s control may impact the schedule, Staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extension rate. At the bid opening, Staff announced that SFPUC would use the value of 60 days to calculate the Compensable Delay bid adjustment amount.
Staff used the daily rate in each bid to determine the total Compensable Delay value shown in the table above by multiplying the bidder’s daily rate times 60.
The Adjusted Bid value in the table above is the sum of the Base Bid and Compensable Delay less any applicable Local Business Enterprise bid discount .
Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder. However, the contract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the Contract, the bidder’s daily compensable delay rate will become a term of the Contract.
Application of bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.

MEMORANDUM
Date: August 20, 2024
To: Ming Yee, SFPUC
Patrick Lewis, SFPUC
From: Jovi Cuntapay-Vitin on behalf of Adriana Duran, CMD
Subject: CMD Award Memo for WW-755 Sunnydale Pump Station Safety Improvements
The Contract Monitoring Division (“CMD”) has reviewed the bids submitted for the above referenced project, applied the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre-award requirements. The LBE subcontracting participation requirement is 13% for this project. The LBE requirement is below 20% due to the large amount of specialty work and equipment procurements – mechanical valves, switchgear, motor control center, and other electrical and instrumentation equipment for this projec t. Work would include installing and integrating the security and electrical system into the City’s automation. Below is a summary of CMD’s review.
