Summary of
Proposed
Commission
Action:
Approve an increase of $385,000 to the cost contingency and 329 calendar days to the duration contingency for Contract No. WW-739, As -Needed Large Diameter Sewer Cleaning , with Pipe and Plant Solutions, Inc ., to perform additional large diameter (greater than 36-inches in diameter) sewer cleaning, for a revised cost limit of up to$1,433,439, and a revised duration limit of up to730 consecutive calendar days.

The cleaning of sewers is an integral part of the San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise’s comprehensive asset management program and helps maintain hydraulic capacity in the wastewater collection and conveyance system.
Wastewater Enterprise’s Collection System management has identified critical needs for cleaning services of existing sewers to supplement Wastewater Enterprise’s Collection System staff’s ongoing cleaning and inspection work.
Work under this Contract will assist with the ongoing maintenance for Wastewater Enterprise and ensure the sewer s ystem continues to operate efficiently. Wastewater Enterprise Collection System staff will determine the locations and extent of large -diameter sewer cleaning work on an as -needed basis throughout the duration of this Contract.
On September 20, 2023, by Resolution No. 23-0161, this Commission awarded Contract No. WW- 739, As-Needed Large Diameter Sewer Cleaning , to Pipe and Plant Solutions, Inc., in the amount of $953,127 and with a contract duration of 365 consecutive calendar days.
Scope of
Contract:

The contract work consists of:
• Mobilization and demobilization at each location;
• Traffic Control;
• High-velocity, hydraulically-propelled cleaning;
Agenda Title: WW-739, As-Needed Large Diameter Sewer Cleaning Commission Meeting Date: October 22, 2024
• Debris removal: including handling, testing, transportation and disposal of collected debris to approximate disposal site; and • Camera inspection of cleaned sewers.
Modifications to
the Contract:
Recommended Increase to Contract Contingency: Staff recommends the Commission approve an increase of $385,000 to the existing cost contingency and an increase of 329 calendar days to the existing duration contingency, to provide additional time and funding for the contractor to perform additional large diameter sewer cleaning, for a revised total cost limit of up to$1,433,439, and a revised total duration limit of up to730 consecutive calendar days.
In 2024, Wastewater Enterprise staff identified an urgent need to use this contract for cleaning at the Oceanside wastewater treatment facility, which Staff managing this contract had not anticipated. The recommended increase in cost and duration contingency replen ishes the contract capacity to permit the contractor to perform planned as -needed large diameter sewer cleaning in the next dry weather season.
