Award Contract No. WD-2883R, Millbrae Security Upgrades

Summary of
Proposed
Commission Action:

Award Contract No. WD-2883R, Millbrae Security Upgrades , to the responsible bidder that submitted the lowest responsive bid, Rodan Builders, Inc., in the amount of $8,204,000 and with a duration of 540 consecutive calendar days (approximately one year and six months), to provide security upgrades at the Millbrae Campus. This action by the Commission constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code section 31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.

Background: San Francisco Public Utilities Commission (SFPUC) Water Enterprise Millbrae Campus requires securi ty upgrades. Incidences of unauthorized intrusion, trespassing, theft, vandalism, and physical damage in and around the property necessitate the focus on security measures . Planned s ite improvements and upgrades include perimeter fencing, electronic securi ty monitors and controls , video surveillance, and access controls and physical barriers. This project would address the security concerns and would enhance the overall physical and electronic security components of the Millbrae Campus.

Scope of Contract: The contract work location is along El Camino Real in the City of Millbrae, located in San Mateo County.

The contract work consists of:
• Replacing and realigning existing chain-link fence with new 10-foot- high embassy-style fence around the perimeter including a topper of corrugated pales that rise above the topmost rail with an outward curve and terminates with a triple pointed spear tip as shown per plans;
• Installing rolling gate with motorized operator between the visitor parking lot and the shop/yard area and replace pedestrian gates at specified locations;
• Installing high resolution cameras mounted on new fence, on lighting poles, and existing buildings;

included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extension rate. At the bid opening, Staff announced t hat SFPUC would use the value of 30 days to calculate the Compensable Delay bid adjustment amount. Staff used the daily rate in each bid to determine the total Compensable Delay value shown in the table above by multiplying the bidder’s daily rate times 30. The Adjusted Bid value in the table above is the sum of the Base Bid and Compensable Delay less any applicable Local Business Enterprise bid discount . Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder. However, the contract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the Contract, the bidder’s daily compensable delay rate will become a term of the Contract.

Application of San Francisco Administrative Code Chapter 14B bid preferences did not change the final ranking of the low bidder.

Environmental
Review:

On November 20, 2017, the San Francisco Planning Department determined the Project to be categorically exempt from environmental review under the CEQA Guidelines section 15301, Class 1 (Existing Facilities) under Case
Number 2017-014580ENV.

Modifications to the Project under Contract No. WD-2883R include the realignment of existing fences and installation of new fences; construction of a retaining wall and gate; installation of lighting, communications, and other security measures; and removal of landscaping and trees. On October 7, 2024, under Case Number 2017- 014580ENV
and pursuant to San Francisco
Administrative Code subsection 31.08(i), the Planning Department determined that these modifications are not substantial, and the modified project remains categorically exempt und er the CEQA and does not require further environmental review.

The exemption determination can be found here: link.

This action by the Commission constitutes the Approval Action for the Project for the purposes of the CEQA, pursuant to San Francisco Administrative Code section 31.04(h).
