Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise’s (WWE) must inspect sewers to ensure a state of good repair. The WWE Collection System Division (CSD) has identified sewers in this project in need of inspection based on age, size, hydraulic capacity, and/or location.

going inspection work. The
cleaning and inspection work will assist with the ongoing inspections/data gathering necessary for SFPUC WWE's Collection System Asset Management Program.

The contractor will perform large diameter sewer main inspection work, and as-needed cleaning for the purposes of inspection and condition assessment, in a cost-effective and time-efficient manner.

Because the SFPUC anticipates that potential unforeseen conditions or other factors outside of the contractor’s control may impact the schedule, Staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extensi on rate. At the bid opening, Staff announced that SFPUC would use the value of a 60 -day compensable delay to calculate the Compensable Delay amount bid adjustment. Staff used the daily rate in each bid to determine the total Compensable Delay value shown i n the table by multiplying the bidder’s daily rate times 60. The Adjusted Bid value in the table is the sum of the Base Bid and Compensable Delay less any applicable LBE bid discount. Staff used the Adjusted Bid value to compare and rank the bids to determ ine the lowest bidder. However, the c ontract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the Contract, the bidder’s daily compensable delay rate will become a term of the Contract.

Application of bid prefe rences in accordance with Chapter 14B of the San Agenda Title: Award Contract No. WW-740, Various Large Diameter Sewer Inspection No. 2 Commission Meeting Date: November 12, 2024

MEMORANDUM

Date: September 23, 2024

To: Carman Luk, SFPUC

From: Adriana Duran, on behalf of Jason Chow, CMD

Subject: WW-7 40 Large Diameter Sewer Inspections No.2 – CMD Award Memo

The Contract Monitoring Division (“CMD”) has reviewed the bids submitted for the above referenced project, applied the appropriate bid discounts, and determined responsiveness to the Chapter 14B pre -award requirements. The Micro/Small -LBE subcontracting pa rticipation requirement is 8% for this project. The LBE sub requirement is less than 20%, for the following reason. The scope of work for large diameter sewer inspections includes specialized cleaning and multi-sensor video inspection, in addition to the specialized nature of the equipment and experience/qualifications/certifications required. Below is a summary of CMD’s review.
