Approve Amendment No. 2 to Contract No. PRO.0017, O’Shaughnessy Outlet Works

Summary of
Proposed
Commission Action:

Approve Amendment No. 2 to Contract No. PRO.0017,
O’Shaughnessy Outlet Works, with Black & Veatch Corporation, increasing the contract not- to-exceed amo unt by $1,5 00,000, and extending the contract duration by 1.5 years, for a total not -to-exceed contract amount of $5,250,000 and a total contract duration of 9.5 years, to continue providing engineering des ign and support services for drainage system improvements to address dam leakage, design for rehabilitation or replacement of the drum gates and slide gates, design of the new diversion pipe isolation valve, and supporting design of the new bulkhead system for the O’Shaughnessy Dam.

Background: The O’Shaughnessy Dam is located 140 miles east of San Francisco in Yosemite National Park, Tuolumne County. The concrete dam was initially constructed in the 1920s to impound the Tuolumne River to form the Hetch Hetchy Reservoir. The dam, a concrete curved gravity structure, was the key structure of the San Francisco Public Utilities Commission’s (SFPUC ) Hetch Hetchy pr oject, which als o included the construction of the Hetch Hetchy Reservoir, the Canyon Pow er Tunnel, and the Robert C. Kirkwood Powerhouse.

When O ’Shaughnessy Dam was raised in the 1930s, the reservoir outlet works and the needle and but terfly valves releasing to the Tuolumne River were encased in concrete. The isolati on syste m for these valves includes b oth shutte r and slide gates, but it is not functioning as int ended and does not allow the SFPUC ’s Hetch Hetchy Water & Po wer (HHWP) staff to perfor m maintenance on these critical needle and butterfly valves. In addition, many features of the dam ha ve reached the end of their service l ife and require refurbishment a nd improvemen ts. Furthe rmore, s everal areas of the dam require safety enhancements for protection of personnel.

On Octob er 25, 2016, by Resolution No. 16-0219, this C ommission awarded Cont ract No. PRO.0017, O’Shaughnessy Outlet Works , to Black & Veatch Corporation, with a contract not-to-exceed amount of $2,500,000, a nd a contract dur ation of four years, t o provide engineering services for access and drainage improvement s, drum and slide gates rehabilit ation, the new bulkhead system , rehabilitation of Agenda Title: PRO.0017, O’Shaughnessy Outlet Works

slide gates, and new diversion pipe isolation valve in stallation for the O’Shaughnessy Dam.

On January 26, 2021, by Re solution No. 21-0005, this Commission approved Amendment No. 1 to Contract No. PRO.0017, which included an incre ase of $1,250,000 to t he contract not-to-exceed amount, and an increase of four years to t he contract duration, for a total contract not-to-exceed amount of $3,750,000, and a total contract duration of eight years, to allow the contractor to co ntinue providing engineering services for access and drainage improvements, drum and slide gates rehabilit ation, the new bulkhead system , rehabilitation of slide gates, a nd new diversion pipe isolation valve installation for the O’Shaughnessy Dam.

During the construction of access and drai nage improvements to the existing drain system , crack locations in the supply well could not be verified so that aspect of the work scope was removed from the contract. Subsequent investigations have located the cracks in the supply well and connected them to the cracks in the lad der well. This crack remediation work will be r epackaged and issued to a job order contractor for implementation. SFPUC staff request s a contract extension of four y ears, to Ja nuary 31, 2029, to allow the contractor sufficient time to co mplete the remediation work and pr ovide construction support services.

SFPUC staff is also requesting an i ncrease in the contract not- to- exceed amount a t this time to allow the contractor to continue providing engineering design and support services for drainage system improvements to addr ess dam leakage, d esign for rehabilitation or replacement of the drum gates and slide gates, design of the new diversion pipe isolation valve, and supporting the design of the new bulkhead system.

Scope of Contract: The work unde r this contract consists o f providing professional engineering services for the following three sub-projects of the overall O’Shaughnessy Dam Outlet Works Rehabilitation Project:
• Access and Drainage Improvements
• Drum Gate Rehabilitation
• New Bulkhead System , Slide Gates Rehabili tation, a nd New Diversion Pipe Isolation Valve
The p rofessional services fo r th ese projects i nclude alternatives analysis and concep tual engineering, detailed design, a nd engineering information support for the environmental review, bid and award, and construction phases.

Modifications to the
Contract:

Amendment of this professional services contract does not otherwise fall within the defini tion of a “ project” under CEQA Guidelines section 15378 because work under the contract will consist of engineering design and support services only, and no engineering support du ring construc tion and closeout
services will be initiated
under this contract until CEQA review is complete and until this Commission has reviewed and considered the CEQA determination and has approved any of the other projects. Approval of individual task orders under this contract for activities such as geotechnical investigations would require compliance with CEQA prior to initiation of ground-disturbing activities.

Amendment of this professional services contract is not an approval of the proposed Drum Gate Rehabilitation project or the proposed Slide Gates Rehabili tation project, and the SFPUC retains discretion to, among other things, modify the proposed project (s) to mitigate significant environmental impacts, require the implementation of specific measures to mitigate any significant environmental impacts of the project(s), or reject the project(s) , fo llowing completion of environmental review.

Local Business
Enterprise
Utilization and Non-
Discrimination in
Contracting:

The Contract Monit oring Divisi on (CMD) established a Local Business Enterprise (LBE) subconsultant participation requirement of 20% participation for this contract. Black & Veatch committed to 20% LBE subcontractor participation w ith its p roposal, and this amount remains unchanged.
