On May 14, 2024, by Resolution No. 24 -0111, this Commission awarded related construction Contract No. WD -2897, Sunol Valley Water Treatment Plant Ozonation, to J.F. Shea Construction, Inc., in the amount of $234,782,000. The construction Notice-to-Proceed was issued on September 30, 2024. The award of related construction Contract No. WD-2909, Sunol Valley Water Treatment Plant Short- Term Improvements, is forthcoming, with a request for proposal due date of January 16, 2025.
This amendment to Contract No. PRO.0120 will provide additional professional services contracting capacity for the follo wing (costs provided in summary table below):
• Continued engineering support services during construction and closeout phases for construction Contract No. WD-2897, Sunol Valley Water Treatment Plant Ozonation. The original budget and schedule for Contract No. PRO.0120 was based on planning Technical Memoranda and an Alternative Analysis Report that concluded in 2019. During the planning and design phases of the Ozone P roject, contract
scope additions and
revisions were made to help meet project goals and aid in future operation and maintenance of the facility, including additional water treatability testing, fault hazard characterization analysis, coordinating a
technical advisory panel, reconfiguring the
ozone contact structure, adding raw water blending capability, upgrading the plant utility water and fire protection system, upgrading the wash water recovery system, updating asset tagging procedures, and additional pothole and surveying work. The planning and design efforts increased the schedule by two years.
• The revisions implemented during the planning and design phases increased the projected construction and closeout duration by t wo years. The budget to complete engineering support during construction and closeout services is forecasted to have an increase in cost of $7.7 million, for a total construction services budget of $9.5 million, and includes continued engineering services during construction, extended closeout services, three-dimensional utility scanning services, building information modeling and record drawing services, and additional design team support for the increase in
construction and closeout duration.
• Continued engineering support during construction and closeout services for construction Contract No. WD-2909, Agenda Title: Contract No. PRO.0120, Engineering Services for Sunol Valley Water Treatment Plant Ozonation Commission Meeting Date: January 14, 2025

A new p ump station was designed under Contract No. PRO.0120 but added to Contract No. WD- 2909 for installation to avoid delaying Contract No. WD-2897.
The budget for the engineering support during construction and closeout services is $700,000.
• Provide additional activities in support of o perations and maintenance including developing standard operating
procedures, operator training, assistance with asset
management and preventative maintenance plans, and
conducting additional water treatability testing . The services were added to facilitate the successful operation and
maintenance of the new Ozonation facility. The budget to complete these services is $1.2 million.
