The San Francisco Planning Department (Planning Department) has prepared an addendum (Addendum 2) to the Final Environmental Impact Report (FEIR) for the Biosolids Digester Facilities Project. The report is available for public review on the Planning Departmentʼs environmental review documents web page (http://www.sfplanning.org/sfceqadocs).
Paper copies are available upon request to the environmental case coordinator listed above.
On March 8, 2018, the San Francisco Planning Commission certified the Final Environmental Impact Report (FEIR) for the Biosolids Digester Facilities Project (Biosolids project or approved project) at the Southeast Water Pollution Control Plant (Southeast Plant), located in the southeast part of San Francisco. Originally built in 1952 with major upgrades in 1982 and 1996, the Southeast Plant is the City's largest wastewater treatment facility, treating approximately 80 percent of San Franciscoʼs sewage and stormwater flows. The approved project includes the construction and operation of a new solids treatment process, odor control, energy recovery, and associated facilities to replace outdated existing facilities with more reliable, efficient, and modern technologies. Biosolids are the recyclable solid materials removed from the wastewater during the wastewater treatment process and digesters are the major facility used in the solids treatment process.
The SFPUC proposes to revise the approved project to construct an Operations, Engineering, and Maintenance building; a Mechanical Maintenance building; and a new utility enclosure at the Southeast Plant (the operations, engineering, and maintenance buildings or the “proposed modifications”). These proposed buildings and a new utility enclosure would be located southeast of the originally approved location for the Maintenance Shops 1 and 2 (the previous project design)
Notice of Availability of Addendum 2 to EIR Case No. 2015-000644ENV-02 December 20, 2024 Biosolids Digester Facilities Project
and adjacent to, but outside of, the approved project site. The proposed buildings would support operations and maintenance activities and replace the current function of building SEP 850, and of the existing temporary pre-fabricated trailers (referred to as buildings "SEP 850A" and "SEP 850B"). The SFPUC would not demolish building SEP 870, which was originally proposed for demolition in the approved project, and instead would demolish building SEP 850, the SEP 850A and SEP 850B trailers, and the adjacent surface parking lot. Activities currently performed in the existing building SEP 850 and trailers would be temporarily relocated during construction. Temporary construction staging would occur along Jerrold Avenue and within the Southeast Plant.
The proposed operations, engineering and maintenance buildings would support operations and maintenance activities at the Southeast Plant, including the maintenance of treatment equipment, same as described for Maintenance Shops 1 and 2 under the approved project. The buildings would provide equipment repair areas, parts storage, and staff facilities.
As with the approved project, the modified project would not result in changes to the overall treatment capacity of the Southeast Plant.
Analysis of Potential Environmental Effects
Since certification of the FEIR and issuance of Addendum 1, the approved project and the circumstances under which the approved project would be completed have changed. These changes include the following: 1) modifications to the project described in the certified FEIR; 2) new information regarding cumulative projects proposed in the vicinity; and 3) changes in the existing conditions regarding health risks from air pollution sources due to an updated citywide health risk assessment. Addendum 2 evaluates whether the environmental impacts of the modified project are addressed in the FEIR that was certified on March 8, 2018. As analyzed in Addendum 2, the modified project combined with these changed circumstances would not result in new environmental impacts, substantially increase the severity of the previously identified environmental impacts, nor require new mitigation measures. Therefore, the modified project would not change the analysis or conclusions reached in the FEIR, and no supplemental environmental review is required beyond the addendum. Addendum 2 is available for public review on the Planning Departmentʼs Environmental Review Documents web page at http://www.sfplanning.org/sfceqadocs.

INTER-OFFICE MEMORANDUM
Date: December 23, 2024
To: Commissioner Kate H. Stacy
President, San Francisco Public Utilities Commission
From: Dennis J. Herrera
General Manager
Subject: Declaration of Emergency – Restoration of Standby Power System for Tesla Treatment Facility
In accordance with Chapter 6, Article IV, Section 6.60(d) of the San Francisco Administrative Code, I am declaring an emergency on behalf of the San Francisco Public Utilities Commission (SFPUC).
Tesla Treatment Facility (Facility) provides primary disinfection and fluoridation for the Hetch Hetchy source of supply. Primary disinfection at the Facility includes ultraviolet light disinfection and chlorine disinfection, both are required to meet drinking water regulations. The Facility is equipped with an uninterruptable power supply system and standby generators that provide a seamless transfer of power when a PG&E power outage occurs. The Facility’s standby power control system components have become obsolete and were found to have failed on December 11 during routine maintenance. Without a functioning standby power control system, any future PG&E power outage will result in a complete loss of power to the treatment systems, putting the Facility at risk of regulatory violations.
The Facility is currently offline due to a planned Hetch Hetchy outage for the Mountain Tunnel Improvements Project until March 14, 2025. Once the Facility returns to service in March, a functioning standby power supply system will be necessary at the Facility to maintain water treatment when unforeseen PG&E power outages occur.
Under Administrative Code section 6.60, an "actual emergency" means a sudden, unforeseeable, and unexpected occurrence involving a clear and imminent danger, demanding immediate action to prevent or mitigate loss of or damage to, life, health, property, or essential public services. Not having a functioning standby power supply at the Facility will put the safety of our drinking water at risk. Prompt replacement of obsolete standby power control system components and restoration of the Facility’s standby power supply system will eliminate the risk of regulatory violation for the SFPUC’s Regional Water System in the event of a loss of PG&E power at the Facility.
This request for an emergency declaration is for contract resources to restore Tesla Treatment Facility’s standby power supply system. The work must be completed before March 14, 2025 and is beyond the capabilities of City forces.
The estimated cost of this emergency work is $600,000.
I am therefore declaring the existence of an emergency. I trust that this meets with your concurrence and approval.
CONCUR AND APPROVE:
