Background: The purpose of the San Francisco Public Utilities Commission (SFPUC) Regional Groundwater Storage and Recovery Project (Project) is to provide additional dry year water supply to the regional water system by constructing up to 13 groundwater well stations that will be connected to three wholesale customers on the Upper Peninsula and to the SFPUC transmission system.
Construction of t he Project is being performed in two phases to expedite installation of most of the wells in Phase 1, while allowing for later contracts in Phase 2 for work requiring long lead time to secure permits and easements.
The Phase 1 work is complete, which included the installation of 13 well stations.
The Phase 2 work has been separated into two c ontracts. Phase 2A, under this Contract No. WD-2878A, consists of additional improvements at 10 out of the 13 well sites installed under Phase 1, including installation of cathodic protection, variable frequenc y drives, flowmeters for water accounting, valve modifications, and well rehabilitation. Phase 2B , currently in the bid and award phase, consists of work at Antoinette Well (also known as South San Francisco Main Well) for installation of the groundwater pump system, electrical and mechanical work, and pipeline installation.
On February 22, 2022, by Resolution No. 22 -0040, this Commission awarded Contract No. WD -2878A, Regional Groundwater Storage and Agenda Title: WD-2878A, Regional Groundwater Storage and Recovery Phase 2A Commission Meeting Date: January 28, 2025
Recovery Phase 2A, to Marinship Development Interest LL C. The original contract amount was $6,850,000, and the original contract duration was 608 consecutive calendar days.

Scope of Contract: The contract work for this Phase 2A Contract No. WD -2878A consists of installation of cathodic protection, variable frequency drives, flowmeters for water accounting, valve modifications, and well rehabilitation at 10 groundwater well facilities.
Construction under Contract No. WD -2878A is ongoing, and is approximately 91% complete as of the end of December 2024.
