Commission Action:
Award Contract WW-741R, Various Lo cations Spot Main Sewer Replacement No. 1, to the responsible bidder that submitted the lowest responsive bid, K.J. Woods Construction, Inc., in the amount of $6,188,000 and with a duration of 410 consecutiv e calendar days (approximately one year and two months), to replace/line existing sewers on specified streets in the City and County of San Francisc o. This action constitutes the Approval Action for the Project for the purpos es of the California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code section
31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.
Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise inspected existing sewers within the City and County of San Francisco and has determined the sewe rs as shown on the location map and in the attached list of work locations are at risk of failure and should be replaced or rehabilitated. These aging main sewers were originally constructed from the 1880s to 1980s.
Scope of Contract: The contract work is at various locations within the City and County of San Francisco as shown on the location map and in the attached list of work locations.
The contract work consists of:
x Replacing existing sewers with approximately 1,072 linear feet of 8- inch, 10-inch, 12-inch and 15-inch diameter vitreous clay pipe; and x Cured-in-place lining of approx imately 2,920 linear feet and cured- in-place spot lining of approximately 412 linear feet of existing 8- inch, 10-inch, 12-inch, 15-inch, 16-inch, 18-inch, 21-inch and 24-inch diameter sewers.

Review:
On May 9, 2024, the San Francisco Pla nning Department determined the Project to be statutorily exempt from environmental review under the CEQA section 21080.21 and the CEQA Guidelines section 15282(k) (Case No. 2024-004016ENV) because the proposed pipeline replacement will be in the public right-of-way and does not exceed one mile in length. WHEREAS, The San Francisco Public Utilities Commission (SFPUC) inspects existing sewers in the City and County of San Francisco and has determined that the sewers at certain locations require replacement or rehabilitation; and
WHEREAS, On November 5, 2024, SFPUC advertised Contract No. WW-741R, Various Locations Spot Main Sewer Replacement No. 1; and
WHEREAS, The Engineer’s Estimate is $5,500,000 for this construction work to replace/line the existing sewers at the various locations in the City and County of San Francisco; and
WHEREAS, The contract duration is 410 consecutive calendar days; and
WHEREAS, On December 5, 2024, SFPUC received and publicly opened two bids; and
WHEREAS, SFPUC staff and Contract Monitoring Division (CMD) reviewed the bids and the application of bid preferences and have deter mined that K.J. Woods Construction, Inc., is the responsible bidder with the lowest responsive bid; and
WHEREAS, CMD established an 8% Local Business Enterprise (LBE) subcontracting requirement for this contract, and K.J. W oods Construction, Inc., committed to 10.80% LBE subcontractor participation in its bid submittal; and
