Award Contract No. WW-744, Seacliff 2 Pump Station and Force Main Upgrade

Summary of Proposed
Commission Action:

Award Contract No. WW-744, Seacliff 2 Pump Station and Force Main Upgrade, to Western Water Constructors , Inc., in the amount of $14,944,000 and with a duration of 720 consecutive calendar days (approximately two years), to repair and rehabilitate the existing Seacliff 2 Pump Station and construct a new force main. This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code section 31. 04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.

Background: The San Francisco Public Utilities Commission’s (SFPUC) Seacliff 2 Pump Station, located at 100 Seacliff Ave., San Francisco, California, was originally buil t in the early 1940s and was last updated to its current configuration in 1995. It is an all -weather pump station that handles both sanitary and storm flows from the Seacliff neighborhood. The original design capacity for this pump station is to achieve a peak flow rate of 2.16 million gallons per day (MGD) , but actual flow data only shows peak flows at around 1.87 MGD , which is likely due to internal diameter reducti on in the force main.

The proposed Seacliff 2 Pump Station and Force Main Upgrade project will replace aging infrastructure systems within the station and construct a new force main , which will increase the station’s peak pumping capacity to 3.0 MGD. These improvement s will increase operational reliability and extend the pump station’s useful life .

Scope of Contract: The scope of work under this proposed contract consists of refurbishment of the existing Seacliff 2 Pump Station including various mechanical, electrical, and control equipment, as well as work to
install structural
components to improve seismic resilience, perform various architectural improvements, replace fencing, add security system components, install stationary generator, improve accessibility and safety, and construct a new force main.

1Per the contract specifications, a bidder cannot use contingency bid items for the purpose of meeting the LBE subcontracting participation requirement. Also, work to be performed by lower tier, non- LBE firms will not be counted towards the LBE requirement. In this instance, Fontenoy’s Form 6 and bid quote, shows that Fontenoy is further subcontracting out to a non-LBE firm ($70,275). In addition, Fontenoy will also be performing some contingency bid items ($147,660). As such, Fontenoy’s credited LBE participation is reduced accordingly, referenced above (deduction of $217,935 in total from Fontenoy’s subcontract amount).
