Public Hearing to consider and possible action to adopt the San Francisco Public Utilities Commission 10 -Year Capital Plan for Fiscal Year 2025-26 through Fiscal Year 2034-35 totaling $11,062,520,691.

Background &
Description:

Under San Francisco Charter Section 8B.123, the Commission must hold public hearings on an annual basis to review, update, and adopt a Long- Term Capital Improvement Program (referred to herein as the “10 -Year Capital Plan” or “Capital Plan”) and a Long -Range Financial Plan (“10 - Year Financial Plan” or “Financial Plan”) for the San Francisco Public Utilities Commission (SFPUC) . The Capital Plan is to contain a list of projects to be executed during the 10-
year planning horizon, including
cost estimates and schedules. The Financial Plan is to contain estimates of operations and maintenance expenses, repair and replacement costs, debt costs, and projected rate increases. Together, the two plans provide visibility into the capital investment required to meet service levels and the rate impacts of these investments. In addition, they serve as a basis and supporting documentation for the Commission’s capital budget and the issuance of revenue bonds and other indebtedness to support the SFPUC capital program.

This year’s 10-Year Capital Plan is an update to the 10-Year Capital Plan for FY 2024-25 through FY 2033- 34 adopted by the Commission in February 2024. SFPUC staff presented the SFPUC 10- Year Capital Plan for FY 2024-25 through FY 2033-34 to the Commission at multiple duly noticed special hearings during January and February 2024, and it was adopted on February 13, 2024, by Resolution No. 24- 0032, at the regularly scheduled meeting of the Commission. Because the SFPUC is at the mid -point of a two- year fixed budget cycle, with the FY 2025- 26 Capital budget adopted already, a full detailed capital planning process has not been undertaken this year. This iteration of the 10- Year Capital Plan is an update to include major known changes to project schedules and budgets, including any project deferrals.

Staff has prepared and attached to this agenda item a Memorandum describing the updated 10- Year Capital Plan (see Attachment A). The Memorandum describes the changes since last year’s 10 -Year Capital Plan. The Memorandum also describes that the SFPUC will present a fully revised 10-Year Capital Plan along with a 2 -Year Budget next year for FY 2026-27 and FY 2027-28. The 10- Year Capital Plan and 2 -Year Budget presented next year will follow the normal rigorous capital planning process. This year’s 10-Year Capital Plan is intended to provide an update to the Co mmission in compliance with Charter Section 8B.123, requiring annual adoption of an updated capital plan.

Overview of Proposed Capital Plan
The table below compares the proposed Capital Plan for FY 2025-26 through FY 2034-35 and the prior year’s approved Capital P lan for FY 2024-25 through FY 2033- 34. The costs included in this proposed Capital Plan update have decreased $763.7 million ( -6.5%) as compared to last year’s plan.

Wastewater Enterprise: The 10-Year Capital Plan for Wastewater is $5.9 billion, a decrease of over $150 million. The overall decrease in the plan is due to outyear appropriation for the enterprise being significantly less than the nearer term appropriation needs. This plan does include a significant increase of $165 million for the Biogas portion of the Biosolids Digester Facilities project. The plan includes $3.8 billion for Sewer System Improvement Projects, $1.8 billion for Sewer Collection , $339 million for Treatment Plant Renewal an d Replacement Projects, $4.3 million for Treasure Island, and $265.4 million for Wastewater Facilities and Infrastructure Improvements.

Water Enterprise: The 10-Year Capital Plan for Water is $2.4 billion and is comprised of $1.3 billion for Regional projects and $1.2 billion for Local projects. The $541.6 million decrease from the prior year’s plan includes a reduction of $152.6 million by removing the Daly City Recycled Water Expansion and Los Vaqueros Reservoir Expansion projects from the capital plan, and small reductions to the Palo Alto Authorize: Adoption of 10-Year Capital Improvement Plan Commission Meeting Date: February 11, 2025

Pipeline replacement and Purified Water partnership projects. The plan also includes an approximately $74.3 million increase to the Sunol Valley Water Treatment Plant Ozone project.

Hetch Hetchy Water and Power Enterprise: The Hetch Hetchy 10 - Year Capital Plan is $2.7 billion and is comprised of $1.4 billion for Hetchy Water and $1.3 billion for Local Power projects. There is a $103.5 million decrease to Hetchy Water (up- country Water, Power, and Joint asset projects) and a $32.2 million increase to Hetchy Local Power projects. The decrease for Hetchy Water is related to several projects needing smaller outyear appropriations. The increases to Hetch Hetchy Local Power projects includes small increases to the Intervening Facilities and Grid Connections Projects.

CleanPowerSF: The CleanPowerSF 10 -Year Capital plan is $48.5 million a decrease of $90,000. There are no significant cost increases or decreases to the capital plan.

WHEREAS, Under San Francisco Charter Section 8B.123, the San Francisco Public Utilities Commission (SFPU C) must annually hold public hearings to review, update, and adopt a long- term Capital Plan covering projects during the next 10-year period, including project information, cost estimates , and schedules, which is referred to as the 10-Year Capital Plan; and

WHEREAS, At a public hearing held on February 11, 2025, t he SFPUC General Manager and staff presented to the Commission the proposed SFPUC 10- Year Capital Plan for Fiscal Year (FY) 2025-26 through FY 2034-35 for the Water Enterprise, Wastewater Enterprise, and Hetch Hetchy Water and Power, including the Power Enterprise and CleanPowerSF, and such presentations included a list of projects, cost estimates, and funding schedules, together comprising the SFPUC 10-Year Capital Plan; and

WHEREAS, On February 11, 2025, staff presented as Attachment A to the staff report a memorandum describing the proposed 10- Year Capital Plan and as Attachment B to the staff report the proposed SFPUC 10- Year Capital Plan Summaries for FY 2026- 2035, a copy of which is on file with the Director of Commission Affairs; and

WHEREAS, The SFPUC 10 -Year Capital Plan provides an assessment of the agency’s capital needs aligned with the Commission’s Strategic Plan goals and the investments to meet those needs; and

SUBJECT: 10-Year Capital Improvement Plans for Fiscal Years 2026-2035

This memorandum provides an overview of the San Francisco Public Utilities Commission's (SFPUC) FY 2026-35 10-Year Capital Improvement Plan, which totals $11.1 billion across all three enterprises.

This update fulfills Charter Section 8B.123 requirement for annual 10- Year Capital Improvement Plan adoption while setting the stage for a comprehensive capital planning process that will inform next year's 2- Year Capital Budget and 10-Year Capital Improvement Planning process.

This year’s 10-Year Capital Plan is an update to the FY25-34 10-Year Capital Plan adopted by the Commission in February 2024. Since we are at the mid-point of a two-year fixed budget cycle, with the FY 2025- 26 Capital budget adopted already, a full detailed capital planning process has not been undertaken this year. This iteration of the 10-Year Capital Plan is an update to include major known changes to project schedules and budgets, including any project deferrals.

Detailed tables of the 10-Year Capital Plans for FY 2025-26 to 2034-35, containing a list of projects to be executed during the ten-year planning horizon, including cost estimates and schedules, is attached to this memo.

The next capital planning process will begin in the spring of 2025 and will be a full rigorous process, culminating in the adoption of 10-Year Capital Plan along with the 2-Year Budget for FY 2026-27 and FY 2027- 28 in February 2026.

Summary

The proposed FY 2026-35 Capital Plan represents a $763.7 million (-6.5%) decrease from last year's approved plan.

Major Changes
The FY 2026-35 Capital Improvement Plan includes several significant adjustments across all enterprises to address evolving infrastructure needs. In the Wastewater Enterprise, the Biosolids Digester Facilities Project has been expanded to incorporate the Biogas Utilization Project, resulting in a $165 million increase beginning in FY2027. The biogas portion of the project was originally planned as a Public-Private Partnership (P3) with a private developer taking on construction costs.

However, this procurement method proved financially unviable, and the decision was taken to instead procure this as a design-build, necessitating the additional budget.

Within the Water Enterprise, the additional budget for the Sunol Valley Water Treatment Plant Ozone project added $74.3 million to address treatment capabilities. Concurrently, we've refined our regional water strategy by removing the Los Vaqueros Reservoir and Daly City Recycled Water projects, resulting in reductions to the CIP.

Capital Improvement Plan by Enterprise (major changes in bold)

Wastewater Enterprise ($5.9 billion)
The largest component of our capital program continues to be the Wastewater Enterprise, representing 53.2% of total planned expenditures.

Key projects include:
• Sewer System Improvement Program (SSIP): $3.8 billion o Biosolids Digester Facilities Project with increased
biogas funding beginning in FY2027 (+$165M in this
capital plan versus the FY2025-34 plan)
o Southeast Plant Nutrient Reduction Project ($1.2B)

Water Enterprise ($2.4 billion)
The Water Enterprise plan represents 21.9% of total planned expenditures:

o SVWTP Ozone project (+$74.3M in this capital plan
versus the FY2025-34 plan) for water quality
improvement
o Significant pipeline rehabilitation and replacement
o Dam safety and reservoir improvements, including a
reduction of $152.9 million due to the removal of the
Los Vaqueros reservoir and Daly City Recycle Water
projects.

• Local Distribution: $1.16 billion
o Replacement of aging distribution infrastructure
o New City Distribution Division Headquarters
o Advanced metering infrastructure upgrades

Hetch Hetchy Water & Power ($2.7 billion)
The combined Hetch Hetchy system represents 24.5% of planned expenditures:

• Moccasin Penstock Rehabilitation ($315M)
• Dam safety projects
• Water conveyance system upgrades

Hetch Hetchy Power ($1.3 billion):
• Grid modernization and reliability improvements

CleanPowerSF ($48.4 million)
The combined CleanPowerSF capital program represents 0.4% of planned expenditures:
• Local renewable energy program

Financing Strategy

The $11.1 billion plan will be funded through Bonds (71% - $7.9 billion) and Operating Revenue (29% - $3.2 billion).

Looking Ahead: FY2026-27 and FY2027-28 Process

The upcoming FY2026-27 and FY2027-28 capital budgeting and 10- Year Capital Improvement Plan process timeline:
• Summer 2025: Initial project submissions
• Fall 2025: Comprehensive review and prioritization
• Winter 2025-26: Draft budget development
• January and February 2026: Commission consideration

Recommendation

Staff recommends the Commission adopt the FY2026-35 10-Year Capital Improvement Plan as presented. This adoption will maintain Charter compliance.

The plan represents a balanced approach to meeting our system needs while preparing for a more comprehensive planning process in the coming year. We look forward to returning to the Commission in early 2026 with detailed capital budget proposals.
