Approve Amendment No. 1 to Contract No. PRO.0169, Project Pull Citywide Internship
Summary of Proposed
Commission Action:
Approve Amendment No. 1 to Agreement No. PRO.0169, Project Pull Citywide Internship with Japanese Community Youth Council, increasing the contract duration by two years by exercising the first of two 2- year options to extend under the contract, to continue providing San Francisco youth with summer internship opportunities among City departments, for a total duration of six years, with no change to the contract amount.
Background: The San Francisco Public Utilities Commission (SFPUC) has administered Project Pull since 2009. Project Pull is an eight-week paid summer internship program for students who are entering their junior or senior year in high school or their freshman year in college. The program objective is to expose San Francisco youth to careers in the Science, Technology, Engineering, Arts, and Mathematics (STEAM) fields through paid internship opportunities with City departments , including the SFPUC . Project Pull is committed to increasing the diversity of the City and County of San Francisco’s workforce with members of under -represented communities. Because the program offers professional work experience with various City agencies, the ultimate program objective is to steer youth towards careers in the public sector.
While the SFPUC is the lead agency, 17 City departments participate in the program The participating City departments are:
• Animal Care & Control
• Controller’s Office
• County Clerk’s Office
• Department of Building Inspection
• Department of Child Support Services
• Department of Emergency Management
• Department of Public Health
• Department of Technology
• District Attorney’s Office
• Juvenile Probation Department
• Port Of San Francisco
• San Francisco International Airport
• San Francisco Municipal Transportation Agency
Agenda Title: PRO.0169, Project Pull Citywide Internship Commission Meeting Date: February 25, 2025
• San Francisco Police Department
• San Francisco Public Utilities Commission
• San Francisco Public Works
• Treasure Island Development Authority
The SFPUC internship program serves as an access point for San Francisco youth to enter the SFPUC’s long- term employment pipeline. Project Pull provides its participants with job exposure and career orientation opportunities in the potential STEAM careers at the SFPUC. In addition to work experience, the program offers educational opportunities for participants to learn more about the SFPUC, including green infrastructure, communications, a deep understanding of the water system and career pathways.
On September 28, 2021, by Resolution No. 21-0150, this Commission awarded Contract No. PRO.0169, for Project Pull Citywide Internship, to the Japanese Community Youth Council (JCYC), for an amount not to exceed $4,000,000 and a duration of four years. The contract includes two 2-year options to renew at the sole and absolute discretion of the City.
Over the last four years, participation has been lower than anticipated, likely due to the impacts of the COVID-19 pandemic. Reduced participation has resulted in lower program expenses, which is why the proposed amendment will extend the contract time without any change in the contract amount.
The original budget and operating assumptions for PRO.0169 were developed before the pandemic. Project Pull programming has had to evolve considerably over the term of this contract. The proposed amendment to exercise the first of two 2-year options to extend allows for program continuity as Project Pull increases its participation closer to pre- pandemic levels.
Scope of Contract: The contract work location is San Francisco, CA.
The contract work consists of:
• Assessment and Placement - Train college interns (Team Leaders) in the assessment and placement process. Once properly prepared, Team Leaders will meet individually with each Project Pull participant to understand their goals, strengths, personalities, and logistical challenges. Team Leaders will use the information from individual meetings to make appropriate Intern/Mentor matches. • Training and Support - Provide necessary materials such as handbooks, timesheets and curriculum, for Team Leader, Intern and Mentor use.
• Activities and Events - Assist the Project Pull Director in planning and producing these events and ongoing activities and ensuring their success.
Agenda Title: PRO.0169, Project Pull Citywide Internship Commission Meeting Date: February 25, 2025
• Employment Processing - Maintain the employment file for each participant (Interns and Team Leaders).
• Payroll Administration - Responsible for the payment of wages bi- weekly to Project Pull Interns (college and high school interns). • Program Expenses – Execute scholarship awards for various events and competitions, also payments to various vendors used for Project Pull enrichment activities and events.
