Approve Amendments No. 1 to Contract Nos. PRO.0275.A-C, Hetchy Capital Improvement Projects As-Needed Construction Management and Staff Augmentation Services
Summary of Proposed
Commission Action:
Approve Amendments No. 1 to Agreement Nos. PRO.0 275.A-C, Hetchy Capital Improvement Projects As -Needed Construction Management and Staff Augmentation Services, with AECOM and Effective Management Services LLC. Joint Venture (PRO.0275.A), Avila and Associates Consulting Engineers, Inc. (PRO.0 275.B), and Hetchy CM Partners J oint Venture (PRO.0275.C), to provide as -needed construction m anagement services to augment City construction m anagement staff as necessary, increasing each agreement by $2,000,000, for a total not-to-exceed amount of $6,000,000 (per contract), with no change to the contract durations, to continue critical support services for ongoing public work projects.
Background: The San Francisco Public Utilities Commission (SFPUC) has retained the services of qualified consultants to supplement and augment Infrastructure Division construction management staff on an as -needed basis to support the Hetchy Capital Improvement Projects (HCIP) construction projects.
The consultants are critical in providing additional construction management services on various HCIP construction projects and are called upon to provide these services for projects at any stage of construction.
On September 26, 2023 , by Resolution No. 23-0174 , this Commission awarded Agreement Nos. PRO.0 275.A-C, HCIP As -Needed Construction Management and Staff Augmentation Services, each with an amount not-to- exceed $4,000,000 and a duration of five years , to AECOM and Effective Management Services LLC. Joint Venture (AECOM -EMS JV)
(PRO.0275.A), Avila and Associates Consulting Engineers, Inc. (Avila) (PRO.0275.B), and Hetchy CM Partners J oint Venture ( Hetchy CM JV ) (PRO.0275.C).
Scope of Contract: The contract work includes as -needed construction management services that consists of:
• Construction administration and change management;
• Construction inspection;
• Project controls;
Agenda Title: PRO.0275.A-C,
Commission Meeting Date: February 25, 2025
• Environmental compliance monitoring;
• Supplier quality surveillance;
• Special laboratory testing;
• Testing, startup, and commissioning assistance;
• Surveying;
• Construction safety inspection; and
• Document control.
Amendments to the
Contract:
Proposed Amendment No. 1: Staff recommends Commission approval of Amendment No. 1 to increase each contract by $2,000,000, for a total not- to-exceed amount of $6,000,000 per contract, with no change to the contract durations, to continue providing construction management (CM) services on an as-needed basis for HCIP construction projects.
SFPUC has engaged each of the consultants under these agreements, PRO.0275.A-C to provide as-needed CM services for construction projects under HCIP. The agreements are nearing the exhaustion of their original $4,000,000 capacity. Each PRO.0275.A-C contract is requested to be increased by $2,000,000 due to:
• An increase in active construction projects requiring a significant CM workforce beyond the available City CM staff. There are currently 10 active HCIP construction projects with two more projects slated to start in 2025.
• Significant and highly technical construction activities taking place during Hetch Hetchy regional water system outages that occur during December through March. These outage construction actives require critical construction work to be performed in a limited amount of time requiring CM staff to work extended work hours and weekends for the duration of the outage to provide quality assurance oversite of the construction contractor’s work. During the life of PRO.0275, there have been two Hetch Hetchy regional water system outages, resulting in a significant amount of contract budget being allocated as needed to staff during those shore durations.
• Current HCIP projects for Moccasin Powerhouse and O’Shaughnessy Dam have required additional CM staff to serve as technical advisors and/or construction inspectors during the projects to support the main project CM staff. These technical personnel help bring quality assurance expertise to hydro- electric generation, high voltage protection and controls, and deep-water diving.
• Existing task orders for individual CM staff augmentations (Resident Engineers, Construction Inspectors, Office Engineers, Administrative Document Control Specialist, etc.) need to be increased so that there is enough budget to extend their services through the end of the Agenda Title: PRO.0275.A-C,
Commission Meeting Date: February 25, 2025
construction projects.
Some construction projects have up to four active individual work locations thus requiring additional staff be present at each construction location for quality assurance as well as security oversite.
