Approve Increase to Construction Cost and Duration Contingencies for Contract No.

WW-723R, Channel Force Main Intertie

Summary of Proposed
Commission Action:

Approve an increase of $2,000,000 to the cost contingency and an increase of 350 calendar days to the duration contingency, for Contract No. WW - 723R, Channel Force Main Intertie, with Anvil Builders, Inc., for a revised contract amount limit of $19,375,899 and a revised contract duration limit of 1,131 consecutive calendar days (approximately three years and one month), to address extensive dewatering needed due to
unforeseen site
conditions, and extend dry weather restricted work in to 2025 to support ongoing shoring and dewatering activities.

Background: Project No. 10034718-1, the Channel Force Main Intertie Project (Project) is part of the San Francisco Public Utilities Commission (SFPUC) Sewer System Improvement Program (SSIP) and is located on Cesar Chavez Street, west of the intersection at Indiana Street.

By this Project, the SFPUC is constructing an underground pipeline connection and control -valves between two existing sewer facilities: the Channel Force Main located under Cesar Chavez Street (westbound lanes), and the Islais Creek Transport/Storage box located under Cesar Chavez Street (eastboun d lanes) and within the San Francisco Municipal Transportation Agency ’s Islais Creek Motor Coach Facility. T he new control valves w ill be installed in an underground concrete vault (new underground valve-vault) to allow for access for operation, maintenanc e, and replacement. In addition, to operate the new control valves, this project will also construct new electrical control panels in the sidewalk along Cesar Chavez Street, between Indiana and Pennsylvania Streets. Work also includes modifications to the interior of the Islais Creek Transport/Storage Box near the intersection of Cesar Chavez and Mississippi Streets, as well as replacement of existing air valves along the Channel Force Main at two locations on Indiana Street, near 20
th Street and 25th Street intersections.

When completed, this Project will allow dry weather flows to be divert ed from the existing Channel Force Main to the existing Islais Creek Transport/Storage Box, thereby increasing the operational flexibility and reliability of the sewer system. In addition, the completed Project will allow SFPUC to inspect and rehabilitate approximately 2,000 -linear feet of the Agenda Title: Contract No. WW-723R, Channel Force Main Intertie Commission Meeting Date: February 25, 2025

existing Channel Force Main located downstream of this new pipeline connection in the future.

On December 13 , 2022, by Resolution No. 22- 0215, this Commission awarded Contract No. WW -723R, Channel Force Main Intertie , to Anvil Builders, Inc. The original contract amount was $15,796,272 , and the original contract duration was 710 consecutive calendar days.

The SFPUC issued notice -to-proceed (NTP) late in the mid -dry weather period of 2023 due to various contract insurance documents delays, which left only one dry weather window available in 2024 for dry- weather restricted work. Based on actual work completed to date, which included utility relocations and long lead equipment delivery, an additional dry weather season in 2025 is needed to complete the remaining scope of work.

The dewatering rates and set-up of the dewater system are largely uncertain because the groundwater discharge permit is approved only during construction. The rates and set -up depend on the groundwater testing and the design of the shoring system, which must work within the constraints of the existing utilities. The Contractor encountered various unforeseen site conditions which contributed to the increase in dewatering needs. Based on investigations and permit approvals, the dewatering allowance within the contract was vastly underestimated, hence, additional cost contingency increase is needed to support the ongoing dewatering activities for the scope of work. This includes upkeep of tanks, pumps, generators, underground piping for moving water 24/7 for the estimated duration extension, as well as dewatering measures to support the excavation and trench. The cost contingency increase will ensure excavation activities can continue uninterrupted.

Scope of Contract: The contract work locations are on Cesar Chavez Street just west of Indiana Street, and on Indiana Street near 20 th and 25 th street intersections. The contract work consists of:

• Furnish and install one 48-inch and two 66-inch diameter valves, including ancillary piping and mechanical joints;
• Construction of a new subsurface underground valve-vault on piles;
• Installation of above-ground control panels for electrical controls and instrumentations systems;
• Replacement of air release valves;
• Associated traffic controls and street restoration; and • Testing and commission of all major mechanical, electrical, instrumentation and automation systems before turning over to SFPUC for operation.
