Commission Action:
Award Contract No. PRO. 0289, As-Needed River Ecosystem Science Services, to Applied River Sciences, for an amount not to exceed $4,000,000 and with a duration of eight years, to provide the San Francisco Public Utilities Commission Natural Resources and Lands Management Division professional services to support river ecosystem science and management efforts.
Background: The San Francisco Public Utilities Commission (SFPUC) Natural Resources and Lands Management Division ( NRLM) Division is responsible for the protection, restoration, and management of environmental resources that affect or are affected by the operation of the SFPUC water system. The division manages approximately 61,000 acres of watershed lands in the San Francisco Bay Area, coordinates with the Hetch Hetchy Water and Power Division on environmental resource issues within the Tuolumne River watershed, and leads federal and state environmental regulatory compliance efforts for operations and maintenance of the SFPUC water system.
Contract No. PRO.0289, As-Needed River Ecosystem Science Services , contract will provide broad, as -needed technical scientific support for the Upper Tuolumne River Ecosystem Program (UTREP) and other SFPUC stream and river management efforts. The contract will assist the SFPUC with the following policy and regulatory objectives:
• Developing updated environmental flow agreements for
O’Shaughnessy Dam under the Raker Act;
• Meeting SFPUC obligations under existing and anticipated future instream flow agreements;
• Meeting SFPUC mitigation and monitoring requirements described in the Programmatic Environmental Impact Report for the SFPUC Water System Improvement Program; and
• Implementing the SFPUC Water Enterprise Environmental Stewardship Policy on the Upper Tuolumne River.
Scope of Contract: The primary role of the contractor will be to perform the following tasks, including:

• Development and Implementation of Multidisciplinary Analytical Frameworks.
• Field Data Acquisition.
• Modeling.
• Statistical and Other Analyses.
• Production of Study Plans, Reports, Presentations, and Web- based Content including Dynamic Data Display and Sharing.
• Project Management and Coordination.
Work will take place primarily in the Tuolumne River watershed, with occasional work on related efforts within Alameda, Santa Clara, and San Mateo Counties or other areas as needed to meet SFPUC river and stream management needs. The contractor will work under the direction of the SFPUC NRLM.

WHEREAS, The San Francisco Public Utilities Commission ( SFPUC) requires professional services to support river ecosystem science and management efforts for the Upper Tuolumne River Ecosystem Program (UTREP) and other SFPUC stream and river management efforts; and
WHEREAS, On November 5, 2024, the SFPUC advertised a Request for Proposals for Contract No. PRO.0289, As-Needed River Ecosystem Science Services, to procure the services of qualified environmental consulting firms to supplement SFPUC staff; and
WHEREAS, The estimated cost of services is $4,000,000; and
WHEREAS, Services are anticipated to begin in March 2025 and end in March 2033 and the duration of this agreement is eight years; and
WHEREAS, SFPUC staff and the Contract Monitoring Division (CMD) received one responsive proposal from a qualified contractor, Applied River Sciences; and
WHEREAS, The CMD established a 15% Local Business Enterprise (LBE) subconsultant participation (of the total value of services to be provided) for this contract, and the contractor committed to a 19.5% LBE subcontractor participation with its proposal; and
WHEREAS, Award of this professional service s contract does not constitute a “project” under the California Environmental Quality Act Guidelines section 15378(a) because there would be no physical change in the environment; and
WHEREAS, Funds for this Contract No. PRO.0289, As-Needed River Ecosystem Science Services, will be available as needed from the Water Enterprise annual operating budget Professional Services funds; now, therefore, be it
RESOLVED, That this Commission hereby awards Contract No. PRO.0289, As-Needed River Ecosystem Science Services, to Applied River Sciences, for an amount not-to-exceed $4,000,000, and with a duration of eight years.
