Approve Amendment No. 1 to Contract No. PRO.0168.A, Engineering Services for Transmission Pipelines
Summary of
Proposed
Commission Action:
Approve Amendment No. 1 to Contract No. PRO.0168.A, Engineering Services for Transmission Pipelines, with AECOM Technical Services , Inc., increasing the contract amount by $7,000,000, to provide additional engineering design and support services for transmission pipeline capital improvement projects funded by the Hetch Hetchy Water Capital Improvement Program, for a total
not-to-exceed contract amount of $14,000,000, with no
change to the contract duration, subject to Board of Supervisors approval under Charter Section 9.118.
Background: The San Francisco Public Utilities Commission (SFPUC) Regional Water System has over 300 miles of large potable water transmission pipelines ranging in diameter from 36-inch to 108-inch diameter and varying in age from five to over 90 years old. The SFPUC 10-year Capital Plan contains significant funding for major transmission pipeline rehabilitation and replacement projects that are critical to maintain reliable delivery of water to SFPUC’s customers.
On July 27, 2021, by Resolution No. 21- 0117, this Commission awarded Contract No. PRO.0168.A, Engineering Services for Transmission Pipelines, to AECOM Technical Services, Inc. (AECOM), for an amount not-to-exceed $7,000,000 and with a contract duration of eight years, to support the following projects:
• Priest-Moccasin Water Transmission Line
• San Joaquin Pipelines (SJPL) Pipe and Appurtenance Replacement • R&R SJPL Life Extension Program
• SJPL Valve and Safe Entry Improvement

Agenda Title: PRO.0168.A, Engineering Services for Transmission Pipelines Commission Meeting Date: March 25, 2025
The original amount of this contract was based on the project budgets included in the 10-Year Hetch Hetchy Water Capital Plan for fiscal years 2019-2028 that was approved in February 2018. The contract was intended to provide general engineering support and specialized engineering design work for the various transmission pipeline projects. At the time, SFPUC planned that staff would perform most of the engineering design work and engineering support during construction, and this contract would be used to supplement in-house design work.
Since its initiation, this contract has primarily been used to support the following three major capital projects (see Figure 1) that have grown significantly in size, complexity, and budget since 2018: SJPL Valve and Safe Entry Improvements (current approved budget $158 million); Moccasin Powerhouse Bypass Upgrade s (current approved budget $4 1 million); and
Moccasin Penstock Rehabilitation (current approved budget $331 million).
On February 13, 2024, the SFPUC adopted the most recent 10- Year Hetch Hetchy Water Capital Plan for fiscal years 2025-2034, significantly increasing the budgets for these large-diameter transmission pipeline projects to reflect the updated and expanded project scopes . For example, the Moccasin Penstocks project was originally budgeted as a low-cost repair project, but condition assessments performed under this contract revealed that a complete penstock replacement project is needed, significantly increasing the project budget. Refinement of project details during planning and design and providing engineering support for potential unforeseen facility conditions during construction have also increased the scope of specialized engineering work and engineering support tasks needed for these projects.
Proposed Amendment No. 1 (Amendment) will provide additional contracting capacity for engineering support services for the three major projects that have significantly increased in scope (see Table 1 below). For the Moccasin Penstock Rehabilitation project, this Amendment will provide funding through the engineering planning phase. If these projects, or other projects that were originally intended to receive engineering support from this contract , require additional capacity in the future after the scopes are further developed, then additional capacity may be requested either through this contract by a future amendment or by using another contracting vehicle.
Scope of Contract: The contract work locations are throughout the SFPUC Regional Water System, primarily in the Hetch Hetchy region.
The contract work consists of:
• Geotechnical field exploration, investigations, and laboratory testing; • Condition inspection and assessment of existing transmission pipelines, including seismic vulnerabilities;
• Hydraulic modeling;
• Corrosion testing and evaluation;
Agenda Title: PRO.0168.A, Engineering Services for Transmission Pipelines Commission Meeting Date: March 25, 2025
• Needs and Alternatives Assessment Evaluations and Reports; • Site surveying in remote locations;
• Hydraulic bypass and energy dissipation design for powerhouses; • Final Design services including contract preparation; and, • Engineering services during construction
The contract work listed above is provided by the consultant as part of planning and engineering services under the direction of the SFPUC Engineering Management Bureau.
Amendments to the
Contract:
Proposed Amendment No. 1: Staff recommends Commission approval of Amendment No. 1 to increase the contract amount by $7,000,000, to provide additional engineering design and support services for three large -diameter pipeline capital improvement projects funded by the Hetch Hetchy Water Capital Improvement Program , for a total not -to-exceed contract amount of $14,000,000, with no change to the contract duration.
Funding and Costs: Funding Source: Funds for this Amendment No. 1 will come from individual projects within the Hetch Hetchy Water Capital Improvement Program.
Original Not-to-Exceed Amount: $7,000,000
Proposed Amendment No. 1 Amount Increase: $7,000,000
Total Not-To-Exceed Contract Amount: $14,000,000
Schedule: Original Contract Duration: eight years
Proposed Amendment No. 1 Duration Increase: none
Total Duration: eight years

Amendment of this professional services contract does not otherwise fall within the definition of a “project” under the CEQA Guidelines section 15378 because work under the a greement w ill consist of engineering design and support services only, and no engineering support during construction and closeout services will be initiated under this contract until the CEQA review is complete and until this Commission has reviewed and considered
the CEQA
determination and has approved the Project. Approval of individual task orders under this contract for activities such as geotechni
cal investigations would
require compliance with the CEQA prior to initiation of ground- disturbing activities.
Amendment of this professional services contract is not an approval of the proposed Moccasin Penstock or Moccasin Powerhouse Bypass projects, and Agenda Title: PRO.0168.A, Engineering Services for Transmission Pipelines Commission Meeting Date: March 25, 2025
SFPUC retains discretion to, among other things, modify the proposed projects to mitigate significant environmental impacts, require the implementation of specific measures to mitigate any significant environmental impacts of the projects, or reject the project, following completion of environmental review.
Local Business
Enterprise
Utilization and Non-
Discrimination in
Contracting:
The Contract Monitoring Division (CMD) established a 15% Local Business Enterprise (LBE) subcontracting requirement for this contract. The contractor committed to a 20.25% LBE subcontractor participation with its bid submittal, and this remains unchanged.

CMD reminded AECOM to utilize its listed LBE firms to the full extent possible. Further, if other opportunities arise during the remainder of this contract, AECOM shall prioritize to offer the potential work to its listed LBE firms/add LBE firms, if none of its listed LBE firms have the expertise to perform.
Based on the foregoing, AECOM confirmed that it will remain committed to assigning work that may arise from future task orders to its original listed LBE subconsultants. AECOM informed the CMD that it anticipates meeting its 20.25% LBE commitment, as follows:
