Pursuant to the San Francisco Sunshine Ordinance (Admin Code §67.1) and the California Public Records Act (Gov. 2. Any correspondence (emails, letters) between SFPUC, the Board of Supervisors, and other agencies regarding the necessity of this ordinance.
3. Public comments or feedback submitted by residents, businesses, or advocacy groups.
4. Any legislative history, including meeting minutes, transcripts, or notes discussing this ordinance.
5. Any cost-benefit analysis or risk assessments that supported the passage of this ordinance.
If any part of this request is unclear or too broad, please let me know so I can refine it. I request that the records be provided electronically, if possible, and if there are any associated fees, please notify me before fulfilling the request.
Thank you for your time and assistance.

RE: Written submission for SFPUC Commission meeting March 11, 2025 agenda item #4 General Public Comment
The following is the comment which I made at the Capital Planning Committee on February 10, 2025 during General Public Comment:
In 2018, it was reported that a Management Oversight Committee or MOC was formed on an ad hoc basis to decide how ESER bond [funds] were to be spent especially on AWSS.
In 2018, the members of the MOC were the PUC GM, the Director of DPW, the Fire Chief and the PUC AGM for Water.
Two of those members are now in federal detention.
In 2018, the MOC had no noticing or posted meetings, [meetings] were not opened to the public, had no set location, no agendas, no minutes, no public comment and was not bound by the rules of other committees and commissions.
It's my understanding that the MOC will begin to meet again. [It's now my understanding that the MOC has already had one (1) meeting. I have requested details of that meeting from Katie Miller.]
Based on Mayor Lurie's commitment to transparency, accountability and anti-corruption, I would strongly the Capital Planning Committee and MOC members to implement the following changes:
- Meetings open to the public
- Public noticing
- Posted agendas including location
- Public comment
- Produce minutes or other forms of documentation"

Hello,
I am writing because I received an $8711.62 water bill today. I am one of the folks affected by the meters with dead batteries.
Something that you may not be aware of is that SFPUC was taking manual readings during the time that the automatic transmitter was not functioning. But, they still were not sending the bill. That is, they had the water use data for my home, but they chose not to bill for it. I learned this while talking to water customer service today.
This is in violation of Section D, Rule 1 of the Water Rules and Regulations.
Additionally, this was preventable and will continue to be a problem because replacing the automatic readers is taking a long time. Because of that, fees for manual readings should be waived for all customers for the foreseeable future.
Now I have to re-do my taxes, which will require filing fees and a tax professional. And it is a big hit at once.
I am asking for a transparent communication about the water meters so that this does not continue to be a problem, and for an investigation about why the manual readings were not used to bill customers.
Thank you
Sean Donovan

Honorable Mayor Lurie and San Francisco Water Commissioners, I write with dismay after learning of the Supreme Court decision in your suit against the US EPA. You have by your actions invited this serious compromise of a law that has for half a century been key to protecting the waters of the US and the people whose well-being depends upon them.
As the consequences unfold, I predict that you will see your choice to pursue this lawsuit as a loss for the City of SF and its people, for the nation, and for the world. I lack ability to imagine what you will ever be able to do to remedy the ill you've caused.
Sincerely,

March 2025
Dear Ocean Beach Community Member,
Learn more about what's in store for Ocean Beach and the upgrades coming to the area this month below!
Short-Term Erosion Mitigation Efforts Underway
As part of the Ocean Beach Climate Change Adaptation Project, the Short- Term Improvements Phase has been underway since 2015 and provides interim protection and improved beach access while the Long-Term Improvements Phase is under development.
Sand replenishment activities in this phase are informed by annual monitoring efforts required by the City's Coastal Development Permit.
Sand replenishment activities in this phase are directed by annual monitoring efforts required by the City's Coastal Development Permit, and road closures are coordinated with SFMTA and SF Recreation and Park Department to complete the work.
This year, sand nourishment efforts are expected to last seven weeks from March 10, 2025, to April 28, 2025. As part of this work, crews will transport sand deposited from natural wave activity at north Ocean Beach and place it at south Ocean Beach utilizing the recently closed portion of the Upper Great Highway between Lincoln Avenue and Sloat Boulevard. You can read the project notice to learn more.
These mitigation efforts and other roadway changes and improvements include:
Starting March 10, 2025: The SFPUC will start the Short-Term Erosion Mitigation Project, relocating and repairing damaged sandbags to address stormwater erosion near the Westside Pump Station and Oceanside Treatment Plant.
Starting March 14, 2025: The San Francisco Recreation and Park Department and the San Francisco Municipal Transportation Agency (SFMTA) will be closing the Great Highway between Lincoln Way and Sloat Boulevard, as well as southbound lanes between Sloat and Skyline boulevards, as part of Proposition K. SFMTA will begin work at the Lincoln and Great Highway and Sloat and Great Highway intersections by adjusting travel lanes and signal timing and creating safe bicycle and pedestrian routes to and around the park.
Starting March 17. 2025: The SFPUC will:
Relocate and import approximately 40,000 cubic yards of sand from north Ocean Beach to south Ocean Beach.
Cover exposed sandbags placed from previous years with sand.
Remove and dispose of beach debris.
In anticipation of the opening of the Great Highway Park on April 12, 2025, the City has been implementing key traffic and street upgrades to the surrounding neighborhoods. To learn more about these improvements to the area you can review SF Recreation and Parks announcement here.
The Great Park Naming Contest
On March 1, the SFPUC joined City agencies to announce the opening of the 43-acre oceanfront park bordering the western edge of the city along the Great Highway on April 12,2025!
A lot of work is still to come before the park opens, and starting with a virtual community meeting on March 18, the San Francisco Recreation and Park Department will commence a community driven Great Park Naming Contest which can participate in. You can read more about upcoming efforts to prepare the area below.

Commissioners,
As if things couldn’t get worse.
We can no longer even have faith in our own city and its leaders. Playing right into the Partisan Right-Wing Supreme Court, you’ve managed to limit the effectiveness of the Clean Water Act because of our city government’s lawsuit. The plan to continue to dump raw sewage into the Pacific Ocean and the SF Bay was always disgusting and short-sighted but now it will have even broader effects. SF will now be the poster child for eviscerating our environmental laws and real people and real creatures will be hurt and damaged.
When was it ever a good idea for San Francisco to weaken the Clean Water Act and limit the implementation of this bedrock environmental law? Never and it never will be.
I cannot accept this outcome.

Date: Tuesday, March 11, 2025 5:00:01 PM
Dear Commissioners and Mayor Lurie -
I am appalled that San Francisco worked so diligently to destroy bedrock environmental regulations related to the Clean Water Act.
Congratulations on putting San Francisco in the national spotlight and playing a central role in polluters' and the right wing's ongoing campaign to eviscerate the nation's bedrock environmental laws. Hope you’re proud now. You’re pretty alone in that.
As an avid beach goer and sailor I’m disgusted to know you can now dump raw sewage into the very Bay and Ocean waters that my family and friends recreate in. Water we always assumed you would protect.
I look forward to local, regional and national blow back from your ill-informed decisions, and seeing your faces when the proverbial Poop hits the fan.
In the absence of respect,
