Approve Amendment No. 1 to Contract No. PRO.0112, As-Needed Factory Inspection and Surveillance Services

Summary of Proposed
Commission Action:

Approve Amendment No. 1 to Contract No. PRO.0112, As -Needed Factory Inspection and Surveillance Services , with Bureau Veritas North America, Inc., increasing the contract duration by two years for a total contract duration of seven years, with no change to the contract amount, to continue providing inspection, testing, and surveillance services for the San Francisco Public Utilities Commission in support of capital improvement projects.

Background: The San Francisco Public Utilities Commission (SFPUC) Infrastructure Division, Engineering Management Bureau provides quality assurance of the equipment for capital improvement projects by conducting inspections at various times during the equipment manufa cturing process. The primary role of the Consultant is to conduct quality assurance activities and perform fabrication inspections and/or surveillance at various procurement facilities outside the nine Bay Area counties, in the United States and overseas to ensure compliance of the vendors to standard and project technical specifications, International Organization of Standardization quality requirements, design drawings, industry codes, and standards.

These services are typically provided by SFPUC staff; however, there are situations that arise where SFPUC staff are not available or cannot travel to the manufacturers’ site to conduct these inspections. In these situations, it is vital that other resourc es are available to conduct these inspections.

There is also specialized testing that requires specific certification and training. When SFPUC staff do not have the required specific certification, the consultant will provide personnel that do and provide training to SFPUC staff on the subject.

On January 10, 2020, the SFPUC issued PUC.PRO.0122 R equest for Proposals (RFP) entitled As -Needed Factory Inspection and Surveillance Services This amendment is consistent with the advertised duration of the RFP.
