MEMORANDUM

Date: May 9, 2025

To: Aileen Caylao, SFPUC

From: Jovi Cuntapay-Vitin, CMD

Subject: Closeout for WW-704 Various Locations Sewer Replacement No. 9 (PeopleSoft Contract ID: 1000024680)

The Contract Monitoring Division (“CMD”) has determined that JDB & Sons Construction, Inc. (“JDB”), the LBE prime contractor, has made a good faith effort to comply with the LBE subcontracting requirements associated with this project.

At the time the project was advertised, a LBE subcontracting participation requirement of 20% was established. At the time of bid, JDB’s Section 00 43 36 reflected a LBE subcontracting participation commitment of 21.05%. JDB was awarded the contract in the amount of $3,898,770.00. At closeout, the final contract amount is $3,637,490.70. JDB’s LBE subcontracting participation commitment is as follows:

Pursuant to communications with JDB and as confirmed by the San Francisco Public Utilities Commission (“SFPUC”) staff, the descoping or reduction of scope by the SFPUC impacted the project’s overall LBE participation. Most of the bid items that were descoped/reduced were slated to be performed by the listed LBE subs. These are bid items are R-3, R-4, R-7, R-9, R- 10, R-11, R-13, R-18 and R-19.

Based on the foregoing, CMD concurs with the closeout of this contract.
