Accept work performed by Anvil Builders LLC, under Contract No. WD - 2903, Site Remediation 520 John Muir Drive; approve Modification No. 1 (Final) decreasing the c ontract amount by $100,582 and increasing the contract duration by 137 calendar days , for a total contract amount of $2,086,306 and a total contract duration of 257 calendar days; and authorize final payment to the contractor.
Background: The Pacific Rod and Gun Club built and operated skeet and trap shooting facilities at 520 John Muir Drive from 1934 to 2015. These activities deposited lead shotgun pellets and other debris on site. After the Pacific Rod and Gun Club vacated the site in 2015, the San Francisco Public Utilities Commission (SFPUC) implemented the Pacific Rod and Gun Club Upland Soil Remedial Action Project (referred to as Phase 1), which included extensive soil remediation under the oversight of the San Francisco Bay Regional Water Quality Control Board. The SFPUC excavated 88 thousand tons of contaminated soils to depths of up to 10.5 feet across most of the site. The SFPUC backfilled the excavated areas with clean fill, and restored some site features and vegetation.
Subsequently, the San Francisco Recreation and Parks Department proposed the Lake Merced West Project, which would create a recreational facility at 520 John Muir Drive. The City and County of San Francisco, under the jurisdiction of the SFPUC, owns the project site. The SFPUC proposes to undertake building and structure demolition and further soil remediation in support of the Lake Merced West Project before construction by the Recreation and Parks Department.
The purpose of the Site Remediation at 520 John Muir Drive Project was to complete demolition of old structures, and complete final remediation of residual contaminated materials onsite.
On May 28, 2024, by Resolution No. 24-0119, this Commission awarded Contract No. WD -2903, Remediation at 520 John Muir Drive , to Anvil Agenda Title: Site Remediation at 520 John Muir Drive

Builders LLC. The original contract amount was $2,186,888, and the original contract duration was 120 consecutive calendar days.
Scope of Contract: The contract work involved demolition of old structures containing lead and asbestos, excavation, offhaul and proper disposal of residual contaminated soils beneath and around the demolished structures containing elevated levels of lead and polyaromatic hydrocarbons , backfill of resulting excavations with clean soils and reconnection of an existing onsite restroom to water and sewer services.
Construction under the contract is complete and achieved Final Completion as of April 4, 2025.

Proposed Modification No. 1 (Final) : Staff recommends Commission authorization to decrease the contract amount by $100,582, within the original 10% cost contingency, and increase the contract duration by 137 calendar days to reflect final c ontract amount of $2,086,306 and final contract duration of 257 consecutive calendar days . The final contract amount is below the original c ontract amount. The project, however, experienced delays due to numerous factors including contractor -caused delay and unforeseen conditions. Staff has determined that assessment of liquidated damages for delay would not be appropriate given the circumstances of changed work and delays outside the control of the contractor.

WHEREAS, The San Francisco Public Utilities Commission (SFPUC) owns the property located at 520 John Muir Drive and seeks to remediate remaining contaminated soils and demolish structures in the upland site areas as part of a two-phase improvement project to support the water quality of Lake Merced; and
WHEREAS, On January 26, 2024, SFPUC advertised Contract No. WD -2903, Site Remediation at 520 John Muir Drive Phase 2; and
WHEREAS, On May 28, 2024, by Resolution No. 24- 0119, this Commission awarded Contract No. Site Remediation at 520 John Muir Drive, to Anvil Builders Inc; and
WHEREAS, The original c ontract amount was for $2,186,888 and the original c ontract duration was 120 consecutive calendar days; and
WHEREAS, The construction contract Notice-to-Proceed date was July 22, 2024; and
WHEREAS, Staff recommends the Commission approve Modification No. 1 (Final) to decrease the contract amount by $100,582 and to increase the contract duration by 137 calendar days, for a total contract amount of $2,086,306, and a total contract duration of 257 consecutive calendar days. The project, however, experienced delays due to numerous factors including contractor-caused delay and unforeseen conditions. Staff has determined that assessment of liquidated damages for delay would not be appropriate given the circumstances of changed work and delays outside the control of the contractor; and
