Award Contract No. WW-790, Evans Ave. and Mariposa St. Outfalls Improvements

Summary of Proposed
Commission Action:

Award Contract No. WW-790, Evans Ave. and Mariposa St. Outfalls Improvements, to the r esponsible bidder that submitted the lowest responsive bid, Pullman SST , Inc., in the amount of $2,576,348, with a duration of 379 consecutive calendar days (approximately one year and one month), to rehabilitate the Evans Avenue and Mariposa St. Outfalls, in the City and County of San Francisco . This action constitutes the Approval Action for the Project for the purposes of the California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code section 31.04(h). The Planning Department has determined that the Project is exempt from the CEQA. The Commission will rely on that determination to make its decision on this action.

Background: The San Francisco Public Utilities Commission (SFPUC) is procuring Contract No. WW-790 to rehabilitate the Evans Ave. Outfall and Mariposa Outfall structures in the Wastewater system . Based on staff inspections, these combined sewer discharge structures were prioritized for rehabilitation to help meet the Operational Reliability Level-of- Service goals of the Wastewater Capital Program.

Scope of Contract: The contract work locations are Evans Avenue at Keith Street intersection, and Mariposa Street at Illinois Street and Terry A Francois Boulevard intersection in the City and County of San Francisco.

The contract scope of work at Evans Ave. Outfall consists of:
• Install temporary bulkhead at the end of the discharge pipe; • Clean the existing outfall structure and discharge pipe; • Repair spalled and cracked concrete;
• Rehabilitate existing 6’ -0” diameter discharge pipe using spray mortar method; and,
• Replace baffle wall brackets, bolts, and boards.

The contract scope of work at Mariposa Outfall consists of:

Because the SFPUC anticipates that potential unforeseen conditions or other factors outside the contractor’s control may impact the schedule, Staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extension rate. At the bid opening, Staff announced that SFPUC would use the value of 30 -days to calculate the compensable delay bid adjustment amount. Staff used the daily rate in each bid to determine the total Compensable Delay value shown in the table above by multiplying the bidder’s daily rate times 30. The Adjusted Bid value in the table above is the sum of the Base Bid Amount and Compensable Delay less any applicable bid discount. Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder. However, the contract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the contract, the bidder’s daily compensable delay rate will become a term of the contract.

Application of bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.
