Summary of Proposed
Commission Action:

Approve execution and submission of an attestation of veracity for CleanPowerSF’s 2024 Power Source Disclosure Report and approve final submission of the 2024 Power Source Disclosure Report to the California Energy Commission.

Background: Under Public Utilities Code Sections 398.4 and 398.5 , retail suppliers of electricity must annually (1) report to the C alifornia Energy C ommission (Energy Commission) the type of generation resources (for example, hydroelectric, solar, geothermal , and so on ) used to serve their end use customers in the form of the P ower Source Disclosure Report; and (2) provide this same information, in the form of a Power Content Label, to their customers.

The Power Source Disclosure Report generates the Power Content Label, which provides customers with detailed information about the energy sources used by CleanPowerSF and the greenhouse gas (GHG) emissions associated with that energy . This information helps consumers understand where their electricity comes from and make informed decisions about their energy consumption. Under Energy Commission regulations, the San Francisco Public Utilities Commission can attest to the veracity of the Power Source Disclosure Report for all retail products offered by CleanPowerSF.

In previous years, SFPUC staff included the Power Content Label along with the Power Source Disclosure Report in this action. To streamline the Power Content Label
reporting process, Energy
Commission staff will generate 2024 Power Content Labels on behalf of retail suppliers, including CleanPowerSF. The Energy Commission aims to provide the 2024 Power Content Label s to CleanPowerSF by mid-September 2025 for posting to our website by October 1, 2025. CleanPowerSF is also required to provide Power Content Labels to our customers by December 31, 2025.

CleanPowerSF offers three products that require this reporting:

Green, SuperGreen and SuperGreen Saver. The 2024 Power Source Disclosure Report demonstrate s that in 2024, CleanPowerSF’s Green product supply was 88.6 percent Renewables Portfolio Standard (RPS)-eligible renewable energy and both CleanPowerSF’s SuperGreen and SuperGreen Saver products supplies were 100 percent Renewables Portfolio Standard -eligible renewable.

CleanPowerSF’s Green product had a greenhouse gas emissions intensity of 3 pounds of carbon dioxide equivalent (CO 2e) per megawatt-hour (MWh) of generation, and both its SuperGreen and SuperGreen Saver products had a greenhouse gas emissions intensity of 0 pounds of CO2e/MWh.

As shown in the attached P ower Source Disclosure Report for calendar year 2024, CleanPowerSF provided electricity to its Green product customers from the following sources:

• 88.6 percent renewable energy resources that qualify as eligible renewable resources under California’s Renewables Portfolio Standard.
• 11.5 percent additional greenhouse gas free hydroelectric generation.
• 0 percent California Independent System Operator
unspecified sources of power.1

In total, 100 percent of CleanPowerSF’s Green product power supply came from clean and renewable energy sources like solar, wind, geothermal, and hydroelectric generation.

CleanPowerSF provided electricity to its SuperGreen customers from:

• 100 percent renewable energy resources (solar and wind) that qualify as eligible renewable sources under the California Renewables Portfolio Standard program.

CleanPowerSF provided electricity to its SuperGreen Saver customers from:

• 100 percent renewable energy resources (solar) that qualify as eligible renewable sources under the California
Renewables Portfolio Standard program.

After retail sellers submit their Power Source Disclosure Report s to the Energy Commission , the agency then compiles them to determine the statewide mix of electricity resources used to meet

California’s electricity demand. Whereas in previous years the Energy Commission would then provide retail sellers with this information in a template for those sellers to complete their Power Content Labels, starting in 2025, the Energy Commission will generate Power Content Labels and provide them to retail sellers, using the data contained in their Power Source Disclosure Reports.

CleanPowerSF intends to disclose the electricity sources of its sales to customers for 2024 using the P ower Content Label, a draft of which is attached to this agenda item. 2 The Power Content Label is in the format prescribed by the C alifornia Energy Commission for all retail sellers and the final will be released mid -September 2025.

The Power Content Label shows, in tabular form, the electricity sources for CleanPowerSF’s sales and provides additional descriptive information to improve readability and understanding for customers.

As a result of A ssembly Bill 1110 (Ting, 2015 ), starting in 2020, the Power Source Disclosure Report also calculates greenhouse gas emissions intensity ( pounds CO 2e/MWh) for each of the reporting retail seller ’s electricity products included on the P ower Content Label.3

The CleanPowerSF Green product’s 202 4 greenhouse gas
emissions intensity was 3 pounds CO2e/MWh. To put this in context, in 2023 , the latest year for which this data is available, California’s statewide emissions intensity was 373 p ounds CO2e/MWh, and PG&E’s default product was 12 pounds
CO2e/MWh.

The SuperGreen and SuperGreen Saver product s 2024 emissions intensity was 0 pounds CO
2e/MWh.

Under the Energy Commission’s regulations, CleanPowerSF must post its Power Content Label on our website by October 1, 2025 and provide all customers with a copy of the same either as a physical mailer or an electronic message (only for those customers electronically billed) by December 31, 2025.

Under the Energy Commission’s regulations, CleanPowerSF must also either have its governing body ( the SFPUC Commission) attest to the veracity of its P ower Source Disclosure Report or have it verified by a qualified third party. The Commission has

attested to the veracity of CleanPowerSF’s Power Source Disclosure Report since CleanPowerSF began serving customers in 2016 and filed its first report in 2017 based on 2016 actual electricity sales.

The attached resolution attests to the veracity of the P ower Source Disclosure Report and approves its submission to the Energy Commission. The attestation of veracity is to be executed by the Assistant General Manager for Power or their designee, who supervised the preparation of the Power Source Disclosure Report.

Result of Inaction: If the Commission does not approve submission of an attestation of veracity, the SFPUC will be required to incur the time and cost of having the P ower Source Disclosure Report independently verified and may incur fines if the verification is not completed by the Energy Commission’s October 1st deadline.

Recommendation: SFPUC staff recommends that the Commission adopt the attached resolution.

WHEREAS, California Public Utilities Code Sections 398.4 and 398.5 requires “retail suppliers of electricity products ” to annually disclose to their end use customers the electricity sources for their sales to those customers; and

WHEREAS, The San Francisco Public Utilities Commission ( SFPUC) is required to report this in formation to the California Energy Commission through submission of a Power Source Disclosure Report and to its customers through a Power Content Label; and

WHEREAS, SFPUC staff developed the P ower Source Disclosure Report in conformance with the California Energy Commission’s regulations, performing a detailed review of all power purchases completed for the 2024 calendar year, including an inventory of all renewable energy transfers within CleanPowerSF’s W estern Renewable Energy Generation Information System account, transaction records, and e-tags for out of state resources; and

WHEREAS, SFPUC staff prepared its 2024 Power Source Disclosure Report for CleanPowerSF and submitted it to the C alifornia Energy Commission on June 2, 2025 (revised July 7, 2025); and

WHEREAS, The P ower Source Disclosure Report shows that for calendar year 2024, CleanPowerSF met its Green customers’ needs with electricity sources that were 88.6 percent renewable energy-eligible resources under California’s Renewable Portfolio Standard and 11.5 percent large hydroelectric, and a greenhouse gas emissions intensity of 3 pounds of carbon dioxide equivalents (C O
2e)/megawatt-hour ( MWh). CleanPowerSF met its SuperGreen customers’ needs with electricity sources that were 100 percent renewable energy -eligible resources under California’s Renewable Portfolio Standard, and a greenhouse gas emissions intensity of 0 pounds of CO
2e/MWh. CleanPowerSF met its SuperGreen Saver customers’ needs with electricity sources that were 100 percent renewable energy-eligible resources under California’s Renewable Portfolio Standard, and a greenhouse gas emissions intensity of 0 pounds of CO
2e/MWh; and

WHEREAS, The California Energy Commission will prepare a Power Content Label based on the Power Source Disclosure Report, and SFPUC will post this Power Content Label to its website by October 1, 2025 and distribute it to CleanPowerSF customers as a physical mailer or as an electronic message for customers electronically billed before December 31, 2025; and

WHEREAS, California Energy Commission regulation allows public agencies such as the SFPUC to have their governing boards attest to the veracity of their P ower Source Disclosure Report in lieu of having the report independently verified; and

WHEREAS, The Assistant General Manager for Power or their designee , has signed an attestation of the veracity of the Power Source Disclosure Report, now, therefore, be it

RESOL VED, That the Commission approves execution and submission of the attestation of veracity for CleanPowerSF’s 2024 Power Source Disclosure Report and approves the final submission of the 2024 Power Source Disclosure Report to the California Energy Commission.
